Description
Oregon State University intends to contract for the provision of a Variable Direction Direct Cyclic Simple Shear System from GDS Instruments as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services. System must have servo-controlled electromechanical acuator capable of actively controlling the height of the specimen, demonstrated ability to provide 20mm double amplitude motion at a frequency of 1 Hz, application of complex user-defined waveforms along all three axes, maximum cyclic strains of at least 40% peak to peak, adaptive PID control during testing, 5 kHz data sampling rate, quantitative confirmation of system stiffness, and accept a specimen size of 70mm diameter, among other specifications. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
