Summary

The District is seeking proposals from qualified companies with right-of-way acquisition support and management expertise and capabilities in support of its CC Rehabilitation project.

Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/trwd. Proposals are due no later than 2:00 pm on Friday, March 20, 2026 .



Background

The Tarrant Regional Water District (the District) owns and operates two large diameter water transmission mains within a 100-130 feet wide ROW between Fort Worth, Texas and both Cedar Creek Lake and Richland Chambers Reservoir. The Cedar Creek Pipeline “CCPL” was originally constructed in the early 1970’s. The District has embarked on the replacement of this 72-inch diameter concrete main with a 90-inch steel pipeline. This CCPL Re-habilitation project will be performed in sections varying from 6 -10 miles in length and will require the acquisition of both temporary construction easements “TCE” and possibly several permanent access easements.

The District Real Property staff is seeking additional assistance in negotiating and acquiring both TCE’s and access easements from landowners along the pipeline route. The District plans to engage one or more qualified companies to assist with obtaining said easements. Presently, TCE’s across approximately 57 parcels collectively owned by 38 different landowners located within Tarrant County are expected. The District will provide parcel ownership information, easement valuation documentation, and surveys for each parcel. All parcels must be acquired by September 15, 2026
