Sealed bids for the supply and delivery of the product named above will be received at the
Office of the Director of Finance until 11:00 a.m. EST on Tuesday, June 16, 2026. Thereafter,
bids will be opened in public and read aloud pursuant to the applicable provisions of the
Governor’s Executive Orders. Responses received after this date and time will not be accepted.

Standard Instructions to Bidders
1. INTRODUCTION
The Town of Enfield is soliciting bids for the supply and delivery of the product described
in the Scope of Work herein. If there are any conflicts between the instructions in these
Standard Instructions to Bidders and any other bid document(s), these Standard
Instructions to Bidders shall prevail.

3. OBTAINING BID DOCUMENTS
Beginning Tuesday, June 2, 2026, specifications and bid documents may be obtained from
Carl Johnson, Deputy Director of Capital Projects & Administration, Department of Public

4. BID SUBMISSION INSTRUCTIONS
a. One (1) original and two (2) copies of all bids must be submitted in a sealed envelope
clearly marked "WPC DIVISION LIQUID POLYMER". If forwarded by mail or courier,
the sealed envelope must be addressed to "Director of Finance, Town of Enfield, 820
Enfield Street, Enfield, Connecticut 06082". Since all submissions must be time and
date-stamped, the Finance Department will accept bids Monday through Friday, from
9:00 a.m. to 5:00 p.m. EST (excluding holidays). Bids must be at the Office of the
Director of Finance by the time of the Public Bid Opening Date noticed in Section 2
entitled KEY EVENT DATES. Postmarks are NOT an acceptable waiver of this policy.
Corrections and/or modifications received after the first bid is publicly opened will
NOT be accepted.
b. Ditto marks or words such as "SAME" on the bid Form are NOT considered writing and
must not be used.
c. All information must be submitted in ink or typewritten. Mistakes may be crossed out
and corrections inserted. Corrections must be initialed by the person signing the bid.
d. Bids are considered valid for ninety (90) days after being opened. Bidders may not
withdraw, cancel or modify their bids for a period of ninety (90) days after bids are
opened.
e. Bids must be signed by an authorized person representing the legal entity of the
Bidder.
f. The inability to meet any specified requirements(s) must be stated in writing and
attached to the Bid Form or written on the Bid Form.

5. PRESUMPTION OF BIDDER BEING FULLY INFORMED
At the time the first bid is opened, each Bidder is presumed to have read and be thoroughly
familiar with all bid and contract documents for this project. Failure or omission of the
Bidder to receive or examine any information shall in no way relieve any Bidder from
obligations with respect to their bid.
6. INTERPRETATION OF ACCEPTABLE WORK
The specifications, Bid Form, and Contract documents are to be interpreted as meaning
those acceptable to the Town of Enfield. Any substantive changes or interpretations will
be issued by the Town in writing as an addendum.
7. TAX EXEMPTIONS
The Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Use
taxes. Bidders shall avail themselves of these exemptions.
8. INSURANCE
Provider shall agree to maintain in force at all times during the contract the following
minimum coverage. Insurance shall be written with Carriers approved in the State of
Connecticut and with a minimum AM Best’s Rating of “A“ VIII. In addition, all Carriers are
subject to approval by the Town of Enfield. Minimum Limits:
A. Commercial General Liability Each Occurrence $1,000,000 and $2,000,000 Aggregate.
Town of Enfield shall be named as an Additional Insured on a primary non-contributory
basis for ongoing and completed operations. Waiver of Subrogation to be provided.
B. Auto Liability Combined Single Limit $1,000,000 for all owned, hired, and non-owned
vehicles for property damage and liability. Proof of Inland Marine coverage. Town of
Enfield shall be named as an Additional Insured on a primary non-contributory basis.
Waiver of Subrogation to be provided.
C. Pollution Liability coverage to be provided with a $1,000,000 limit and $1,000,000
aggregate. The Town of Enfield shall be named as an Additional Insured. Waiver of
Subrogation to be provided.
D. Umbrella/Excess Liability $5,000,000 per occurrence and $5,000,000 Aggregate.
General Liability, Auto Liability and Workers’ Compensation to be listed as underlying
coverages. Umbrella/Excess Liability to follow form with respect to Additional Insured
on a primary non-contributory basis and Waiver of Subrogation.
E. Workers’ Compensation - For all the employees employed on said Work shall be
maintained in accordance with Connecticut’s Workers’ Compensation Act. In case any
class of employees engaged in hazardous Work under the contract at the site of the
Work is not protected under the Workers’ Compensation Act, the CONTRACTOR shall

provide Workers’ Compensation Insurance for the protection of its employees not
otherwise protected. Waiver of Subrogation to be provided.
F. A thirty (30) day Notice of Cancellation applies for the Town of Enfield. If any policy is
written on a “Claims Made” basis, the policy must be continually renewed for a
minimum of five (5) years from the completion date of this contract. If the policy is
replaced and/or the retroactive date is changed, then the expiring policy must be
endorsed to extend the reporting period for claims for the policy in effect during the
contract for five (5) years from the completion.
G. Exceptions to the Town’s Insurance requirements are subject to the sole discretion of
the Town of Enfield.
H. If any policy is written on a “Claims Made” basis, the policy must be continually renewed
for a minimum of two (2) years from the completion date of this contract. If the policy
is replaced and/or the retroactive date is changed, then the expiring policy must be
endorsed to extend the reporting period for claims for the policy in effect during the
contract for two (2) years from the completion date.
I. Where permitted by law, the Contractor shall defend, indemnify, and hold harmless the
Town of Enfield and all of its officers, employees, and agents from all suits, actions, or
claims of any character, name, or description brought for or on account of any injury or
damage caused to any person or property as a result of, in connection with, or pursuant
to the performance of the Contractor, including all costs incurred by the Town of Enfield
in defending itself against such claims or actions, in proportion to the extent that the
Contractor is held liable for same by an arbiter of competent jurisdiction. As much of
any money that may be due to the Contractor under the Contract as the Town of Enfield
considers necessary for the purpose of such indemnification or holding the Town of
Enfield harmless may be retained for such use by the Town of Enfield; and the
Contractor’s surety bonds may be held until such suit or suits, action or actions, claim or
claims, as aforesaid, shall have been settled and until the Contractor has furnished to
the Town of Enfield suitable evidence to that effect. Such indemnity shall not be limited
by reason of any insurance coverage required under the Contract.
9. BID BOND
Bidders are required to furnish a bid surety at the time the first bid is opened in the
amount of five thousand ($5,000) dollars. The bid surety should be in one of the following
three (3) forms: (a) a bank certified check, (b) a bank check, or (c) a surety company bond.
The surety company must be authorized to write such surety bonds in the State of
Connecticut. Checks or bonds must be drawn to the order of "Town of Enfield, Attention
Finance Director".

10. PERFORMANCE BOND AND PAYMENT BOND
To ensure the faithful execution of this bid according to its provisions, the Contractor
awarded this bid must provide to the Town of Enfield, at the Contractor's expense, with
a performance and payment bond in the amount of five thousand ($5,000) dollars. The
bonds must be issued by a company authorized to write such surety bonds in the State of
Connecticut. The bonds shall be drawn to the order of the "Director of Finance, Town of
Enfield", and delivered to the Town prior to commencement of work. On projects less
than fifty thousand ($50,000) dollars the Contractor may substitute the performance
bond (but not the payment bond), for a bank certified check or a bank cashier's check in
the amount of five thousand ($5,000) dollars.
11. GUARANTEE
The firm awarded work under this Invitation to Bid shall guarantee its product meets the
specifications in this bid packet for the duration of the contract period.
12. PERMITS
The Contractor is solely responsible for obtaining all required permits, obtaining all
necessary inspections and approvals, and satisfying any and all fees. The Town will waive
all Town of Enfield fees for building permits and inspections.
13. FAIR EMPLOYMENT PRACTICES
The Contractor agrees not to discriminate against any employee or applicant for
employment in the performance of this Contract's work with respect to hire, tenure,
terms, conditions, or privileges of employment due to race, sex, age, religion, national
origin, or other conditions proscribed by State or Federal law.
14. CONTRACT PERIOD
It is anticipated that the initial Contract period shall be from the date of award through
June 30, 2027. Subsequent one (1) year renewals, at the option of the Town of Enfield,
may be available for two (2) additional years. Total contract period, including all options,
shall not exceed thirty-six (36) months.
15. STANDARD FORM OF CONTRACTUAL AGREEMENT
The Town of Enfield intends to enter into a contract with the successful vendor. The
contract will include and incorporate the provisions of this Invitation to Bid including the
Standard Instructions to Bidders, Scope of Work, and the successful vendor’s Bid. In the
event of any conflict between the Invitation to Bid and the successful vendor’s bid
documents, the Invitation to Bid shall prevail.
16. AWARDING THE BID
a. The Town of Enfield reserves the right to accept or reject, any, all, or any part of a Bid,
to waive formalities or informalities and to award the bid deemed to be in the best
interests of the Town.
