Summary

The County of Santa Cruz (County) invites sealed proposals for the Human Services Department (HSD), Workforce Development Board (WDB) to seek qualified organizations to serve as the program service provider of Department of Labor (DOL) Workforce Innovation and Opportunity Act (WIOA), Title I, in Santa Cruz County. The program will serve WIOA-eligible Adults, Dislocated Workers and Youth for the County. The base funding for this RFP is provided by DOL for WIOA services, however the County is seeking an organization that is able to provide additional program offerings and, if necessary, expand its services to accommodate the availability of other additional sources of revenue obtained by the WDB during the contract period.

Background

Workforce Innovation and Opportunity Act (WIOA) is the federal law that governs the public workforce development system in the United States. WIOA was signed into law on July 22, 2014 by President Obama. The purpose of WIOA, in part, is to increase for individuals, particularly those with barriers to employment, access to and opportunities for employment, education, training and support services they need to succeed in the labor market and to support the alignment of workforce investment, education and economic development systems.

Locally, the WDB brings together Workforce Santa Cruz County, a partnership of local organizations that serve customers, both job seekers and businesses.  The local WIOA program focuses on job training to obtain employment. Workforce Santa Cruz County is also a proud partner of the America’s Job Center of California™ Network, a universal branding effort of California’s one-stop centers.

The WDB WIOA Local Plan for Program Years (PY) 2025-2028 provides operational alignment for the concepts and goals from the Regional (that includes Monterey and San Benito Counties) and State Plans developed to work towards the shared vision of creating a comprehensive system that impacts poverty, promotes income mobility, and embeds equity as a cornerstone of service delivery. The WDB 2025-2030 Strategic Plan provides a roadmap for operational program objectives. Both can be found on the workforce website: https://workforcescc.com/publications/ .

Established in 1850 as one of the state’s original 27 counties, the County of Santa Cruz was originally called Branciforte. The name was later changed to Santa Cruz, which is “holy cross” in Spanish. The County of Santa Cruz geographically is the second smallest county within the State of California yet it has one of the largest unincorporated area populations. The 2020 estimated population for the County of Santa Cruz by the U.S. Census Bureau was 270,861. The County encompasses an urban service area of 440 square miles.
