REVISED - NOTICE TO RESPONDENTS

Solicitation Type and Name : Request for Proposals for the Lease Space for Kiosk K1 at the McAllen Central Bus Station.

Solicitation Number : 04-25-S32-224

Description : The City of McAllen is requesting proposals for kiosk services at the McAllen Central Bus Station. The kiosk space is located in the lobby area and is approximately 160 square feet in size.

Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Friday, April 11 , 2025 at 2:00 p.m ., Central Daylight Time (CDT ) .  All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time.  Original, hard copy, and/or late proposals shall not be accepted.

Site Visit: A non-mandatory site visit is encouraged by potential submitting entities prior to submission of proposals.  Contact Jon Ray Bocanegra, MPA, Business Management Analyst, McAllen Metro at (956) 681-3512 to arrange a time for a site visit. Any representations made by the city during the site visit will not be binding on the city. All clarification requests and questions must be submitted through the city portal and the official responses drafted and distributed to all potential respondents that registered with the city.  All attendees shall adhere to the following:

  • Arrive at scheduled time and sign in

To view this solicitation and submit a proposal, you must first register in the City’s bidding portal at https://mcallen.procureware.com .  Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.

A Bidder’s Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier’s Check, (Bid Security) payable without recourse to the City of McAllen, for the amount of not less than one thousand dollars ($1,000) shall be submitted via a sealed envelope as a guaranty that if awarded the contract, the respondent will enter into a contract with the City of McAllen. The Respondent’s bid security shall be submitted before the above-mentioned electronic proposal deadline date and time. Failure to submit the bid security shall be grounds for disqualification.

Bid Security shall be delivered in a sealed envelope and clearly marked as follows:

Potential respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number .

The City of McAllen reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities, or to accept the proposal considered the best value to the City, and to hold the proposals for a period of ninety ( 90 ) calendar days without taking action .

The City of McAllen, in accordance with Title VI of the Civil Rights Act, as amended, 42 U.S.C. § 2000d, section 303 of the Age Discrimination Act of 1975, as amended, 42 U.S.C. § 6102, section 202 of the Americans with Disabilities Act of 1990, 42 U.S.C. § 12132, and Federal transit law at 49 U.S.C. § 5332, the Contractor agrees that it will not discriminate against any employee or applicant for employment because of race, color, creed, national origin, sex, age, or disability. In addition, the Contractor agrees to comply with applicable Federal implementing regulations and other implementing requirements FTA may issue.
