Dear Professional Engineering Service Providers:
Attached is a copy of the City of Rio Grande City (“City”) Request for Qualifications (RFQ) from
a qualified engineering firm to provide professional engineering services associated with the
preparation, submission, administration, design, and implementation of a project funded through
the Texas Water Development Board (TWDB) Water Supply and Infrastructure Grants (WSIG)
Program application for Water System Improvements Project. The City is applying for such
funding to support utility system improvement activities in Rio Grande City, Texas.
Firms may submit Statements of Qualifications (SOQs) for any or all activities. Multiple contracts
may be awarded as a result of this solicitation. The City will, in its sole discretion, determine the
number of contracts awarded, and may decide not to award any contracts. The submission
requirements for SOQs to be included in the attached RFQ. Firms and/or individuals should have
past experience with federal and state funded programs.

The deadline for submission of sealed statements of qualifications is at 3:00 PM on Tuesday,
June 23, 2026. It is the responsibility of the responding firm to ensure that the statement of
qualifications be received in a timely manner. Submittals received after the deadline will not be
considered for award, regardless of whether the delay was outside of the control of the Respondent.
The City reserves the right to negotiate with any, and all, persons or firms submitting statements
of qualifications in accordance with the Texas Professional Services Procurement Act, Chapter
2254, TEX. GOV’T CODE (“the Act”).

These services are being funded by the Texas Water Development Board (TWDB) under the Water
Supply and Infrastructure Grants (WSIG) Program. Accordingly, any contract derived from this
solicitation is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business
Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of
Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that
applicants and prime contractors make a good faith effort to award a fair share of contracts,
subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.

Request for Qualifications (RFQ) for Professional Engineering Services
1. INTRODUCTION:
The City of Rio Grande City (“City”) is soliciting statements of qualifications from a qualified
engineering firms to provide professional engineering services associated with the preparation,
submission, administration, design, and implementation to perform such work in the State of Texas
for water system improvement activities in Rio Grande City, Texas. This project is to be funded
with federal and state funding that will be provided by the Texas Water Development Board
(TWDB) Water Supply and Infrastructure Grant (WSIG) Program.
The City seeks to procure professional engineering services for both pre-award and post-award
phases of the WSIG Program. The selected engineering firm will assist the City in developing and
submitting a competitive funding application and, if funding is awarded, may provide engineering
design, construction management, and project implementation services.
2. PROJECT BACKGROUND:
The WSIG Program administered by the Texas Water Development Board provides grant funding
for eligible water supply and infrastructure improvements, including correcting water system
deficiencies, replacing aging infrastructure, improving water quality and capacity, reducing water
loss, and related water system improvements.
The City intends to pursue funding for eligible water infrastructure improvements consistent with
the 2027 State Water Plan and program requirements established by the TWDB.
It is the intention of the City to select the highest-scoring consultant to provide continuity
throughout the project lifecycle, including application development, project planning, engineering
design, bidding, construction administration, and closeout services for the Water System
Improvements Projects. The professional engineering services whose qualifications are deemed
most advantageous to the City in accordance with the evaluation criteria set forth in this RFQ. The
firm’s past performance, good standing, and ethical conduct, as described by direct and indirect
references, and any performance history with the City will be taken into consideration during the
evaluation of the response to this RFQ. The Evaluation Team may request and evaluate additional
material, information, and/or references from sources other than those provided by the firm.

The contract awarded under this RFQ is subject to the Environmental Protection Agency's (EPA)
Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share

businesses and adherence to the American Iron and Steel Act and Build America, Buy America
(BABA) Act guidance. EPA rules require that applicants and prime contractors make a good faith
effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through
demonstration of the six affirmative steps.
The City of Rio Grande City reserves the right to reject any or all submittals or to waive minor
submittal informalities and to select the firm that the City believes is most beneficial to the City.
The City also reserves the right to cancel the solicitation without regard to liability to any and/or
all offerors.
3. SCOPE OF SERVICES:
The services to be provided for professional engineering services shall include, but are not limited
to the following:
Pre-Award Services:
The selected engineering firm may provide the following pre-award services:
• Review WSIG program guidelines and eligibility requirements
• Conduct preliminary engineering evaluations and assessments
• Identify eligible project components and funding strategies
• Prepare preliminary cost estimates and schedules
• Develop maps, exhibits, and supporting technical documentation
• Assist with data collection and system analysis
• Coordinate with City staff and TWDB representatives
• Prepare and submit the WSIG funding application
• Assist with application revisions and responses to TWDB comments
• Attend meetings and presentations related to the application process
