DESCRIPTION: The intent of this solicitation is to target seven (7) contractors for a new Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Design/Build (D/B) Operation and Maintenance Construction Projects within the Great Lakes and Ohio River Division Mission Boundaries. The work will consist of but is not limited to: Design/Build or conventional construction, building renovation, all types of building/facilities demolition, building debris type removal, structural/mechanical/electrical repairs, site work, utility installation/replacement, paving, channel improvement, bank stabilization, industrial repairs, security systems and fencing, equipment upgrades, landscaping geotechnical work, mapping and surveying, instrumentation, architectural, lead paint and asbestos abatement, and design associated with all of the aforementioned tasks. All designs shall be performed by registered professionals.
TYPE OF CONTRACT: The MATOC will include a three (3) year base period and a two (2) year option period for a total of five (5) years. All Task Orders issued to the MATOC will be firm-fixed-price. The available capacity of the MATOC is $95,000,000.
TYPE OF SET-ASIDE: This procurement is 100% set-aside for HUBZone Small Businesses under NAICS code 236220 – Commercial and Industrial Building Construction.
SELECTION PROCESS: This will be a Two (2) Phase Procurement. Proposals will be evaluated by the Government in accordance with the following criteria for Phase I: Past Performance (Prime Contractor and A/E Designer of Record), Technical Approach, and Pro Forma Information. Following completion of Phase I, up to a maximum of ten (10) most highly qualified Offerors will be selected to participate in Phase II.
ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates
releasing the solicitation on or after 21 August 2025.
SOLICITATION WEBSITE: The official solicitation, when posted, will only be available on the Contract Opportunities website, http://sam.gov. Paper copies of the solicitation will not be issued. Telephone and fax requests for this solicitation will not be honored. Project files and Portable Document Format (PDF) files can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, when posted, contractors are required to be registered with the Contract Opportunities website, http://sam.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments through the closing date of the solicitation; therefore, it is the Offeror’s responsibility to periodically check the http://sam.gov for any possible amendments to the solicitation.
REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/SAM/. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
