REQUEST FOR QUALIFICATIONS (RFQ) FOR FINANACIAL ADVISOR
SERVICES
The City of Rio Grande City (the “City”) is requesting the submission for qualifications statements,
from qualified financial advisory firms to provide financial advisory services associated with the
preparation, submission, administration, and implementation of a funding application through the
Texas Water Development Board (TWDB) Water Supply and Infrastructure Grants (WSIG)
Program for water system improvements.
Professional Services resulting from the selection of a service provider and the award of contracts
under this Request for Qualifications (RFQ) are expected to be funded in part or in full by the
Texas Water Development Board (TWDB) Water Supply and Infrastructure Grants (WSIG)
Program.
This RFQ is issued in accordance with Section 2254 of the Texas Government Code (Professional
Services Act) and 40 CFR, Section 33. This solicitation may result in multiple contracts, or multi-
year contracts for one or more of the services providers.
The City reserves the right to accept or reject any or all proposals for any reason it finds to be in
the best interest of the City.
1. INTRODUCTION:
The City seeks to procure qualified financial advisor services to assist with financial planning,
funding strategy, compliance, and financial coordination associated with the WSIG Program
administered by the Texas Water Development Board.
The selected financial advisor will assist the City during both the pre-award and post-award phases
of the project and coordinate with City staff, engineers, bond counsel, and TWDB representatives.
2. PROGRAM BACKGROUND:
The WSIG Program is a statewide funding opportunity intended to support water supply and
infrastructure improvements, including water system rehabilitation, replacement, expansion, and
related improvements for eligible political subdivisions in Texas.
Funding is available through the Texas Water Development Board for eligible water infrastructure
and water supply projects.

The City intends to pursue funding for eligible water infrastructure improvements consistent with
program requirements and the 2027 State Water Plan.
3. SCOPE OF SERVICES:
The selected bond counsel firm may be required to provide services including, but not limited to,
the following:
Pre-Award Services:
• Review WSIG Program financial requirements and application financial submittal criteria,
and advise the City on a compliant and competitive financial approach.
• Develop and recommend a preliminary financing strategy and schedule consistent with the
City’s objectives and the anticipated funding structure.
• Assist with assembling, preparing, and/or reviewing TWDB-required financial information
and schedules for the application, including historical financial data and projected financial
statements, as applicable.
• Prepare or support preparation of affordability and financial capacity metrics, including
rate/revenue impact and revenue sufficiency analyses, as applicable to TWDB evaluation.
• Coordinate with the City’s engineer(s) to align project cost estimates, phasing, and
schedules with the application’s sources-and-uses assumptions and cash flow timing.
• Participate in meetings/calls with City staff and TWDB (as requested) regarding financial
aspects of the application, and provide timely written input responsive to City/TWDB
questions.
• Assist with application revisions and responses to TWDB comments or requests for
additional financial clarification through submission and initial TWDB review.
Post-Award Services:
If funding is awarded, the selected firm may provide services including:
• Review award financial terms and conditions and advise the City on implementation
steps, compliance requirements, and financial documentation needed to proceed.
• Support financing execution and funding/closing readiness (if applicable), including
coordination with bond counsel and the City on financial schedules, timing, and TWDB
financial submission requirements.
• Develop and maintain a project cash flow and draw/reimbursement plan aligned with
construction phasing, procurement milestones, and TWDB disbursement procedures.
• Assist the City in budget-to-actual tracking and forecasting, including analysis of
variances, anticipated cash needs, and impacts from bid results, change orders, and
schedule changes.
• Support preparation and/or review of TWDB-required financial reports, monitoring
responses, and audit support documentation related to project funding and disbursements,
as applicable.

• Coordinate routinely with the City, engineer(s), grant administrator (if any), and bond
counsel to ensure financial assumptions remain consistent with project scope, schedule,
and compliance requirements.
• Support financial closeout, including reconciliation of sources and uses, final
disbursement planning, and completion of funding-related financial requirements through
TWDB acceptance/closeout.
4. GUIDELINES FOR CONTENT OF QUALIFICATIONS STATEMENTS:
DO NOT INCLUDE COST OR CONTRACT INFORMATION with the qualification statements.
Responses that include cost or pricing information will be rejected and will not be considered by
the City.
The qualifications statement is limited to 40 pages excluding the cover, table of contents, resumes,
and back cover.
Name of firm, firm profile, location of where the majority of City’s work will be performed, and
the location of the primary contract with the firm.
Resumes including the education and qualifications of the primary contact and other key members
of the firm which may be assigned work under the City agreement.
Experience of the form reflecting technical capabilities, project experience and funding experience
in conjunction with governmental improvement projects including experience with the TWDB
Bond Program and placement of debt instruments with the TWDB.
The name, organization and phone number of three governmental clients who may be contacted
for reference.
5. MINIMUM QUALIFICATIONS AND SELECTION CRITERIA:
The City will evaluate the proposals to determine which firm has the best qualifications based on
the following selection criteria as applicable to each service described above:
The competence to perform the services as reflected by education, general experience, and specific
experience in providing the services outlined herein.
The ability to perform the services and the availability of adequate personnel to complete services
in a timely manner when requested including past experience with the City or the TWDB.
Past projects completed on a satisfactory manner, on time and within budget with a work product
that is of a consistently high quality.
Respondent’s plan to subcontract with a firm or firms that are small, minority or woman-owned
businesses.

6. INQUIRES AND RESTRICTIONS:
Questions or additional information to clarify the intent of this RFQ, must be submitted in writing
no later than 3:00 PM on June 18, 2026 to the Finance Director – Mr. Leonel Cantu at
lcantu@cityofrgc.com. The Selection Team will collect these questions and respond in writing.
Oral explanations or instructions will not be binding.
Respondents or their representatives are prohibited from communicating with City council
members and employees regarding this RFQ from the time the RFQ is released until the contract
is awarded.
This prohibition on contact includes “thank you” letters, phone calls, emails, and any contact that
results in the direct or indirect discussions of the RFQ submitted by respondents.
Violation of this provision by the Respondent and/or their agent may lead to disqualification of
the Respondent’s proposal from consideration.
7. SUBMITTAL DEADLINE:
Please submit one (1) original, five (5) copies, and one (1) USB device with a PDF digital file
of the statement of qualification to:

The submittal deadline for the qualification proposals is 11:00 AM on June 23, 2026. Any
proposals received after this time and date will be rejected and will not be considered by the
City.
8. CONTRACT TERMS AND NEGOTIATION SCHEDULE:
The consultant(s) for Financial Advisor services are expected to negotiate their agreements for
services which are acceptable to the City immediately after the qualified Respondent(s) in
selected.
The contracts resulting from this RFQ shall be on an ongoing basis terminable at any time by either
party with written notice. If an acceptable contract cannot be negotiated, the City may formally
end negotiations and begin negotiating with the next most qualified person or firm.
