REQUEST FOR QUALIFICATIONS NOTICE
FINANCIAL ADVISOR SERVICES
The City of Rio Grande City (the “City”) is requesting Statements of Qualifications from qualified
financial advisory firms to provide Financial Advisor Services associated with the preparation,
submission, administration, and implementation of a funding application through the Texas Water
Development Board (TWDB) Water Supply and Infrastructure Grants (WSIG) Program for water
system improvements.
Scope of Work: Services to be provided by the Financial Advisor include strategic financial
planning, analysis of market conditions, recommendations regarding financing alternatives,
coordination with City staff and project consultants, and assistance with funding requirements
associated with the TWDB WSIG Program. The selected firm will also assist the City during both
pre-award and post-award phases of the project.
Guidelines for Content of Qualification Statements: DO NOT INCLUDE COST
INFORMATION with the qualifications statement. Responses that include cost or pricing
information will be rejected and will not be considered by the City. Detailed instructions regarding
preparation of the qualifications statement may be obtained from the City.
Submittal Deadline: Please submit one (1) original, five (5) copies, and one (1) USB device
containing a PDF copy of the RFQ to the City Secretary’s Office – Attn: Lynette
Montemayor at 5332 E. US Highway 83, Rio Grande City, Texas 78582.
Statements of Qualifications must be received no later than 11:00 A.M. on June 23, 2026. Any
submissions received after the deadline will not be considered.
This RFQ is issued in accordance with Chapter 2254 of the Texas Government Code (Professional
Services Procurement Act) and applicable TWDB requirements. Contracts awarded under this
solicitation are contingent upon release of funds from the TWDB WSIG Program.
This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business
Enterprise (DBE) Program requirements, including good faith efforts toward procurement of
Minority and Women-Owned Business Enterprises (M/WBE). For additional information
regarding the DBE Program, visit the TWDB DBE Program. Small, Minority, and Women-Owned
Business Enterprises are encouraged to submit qualifications.
The City reserves the right to reject any or all submittals, or to waive minor submittal informalities,
and to select the firm that the City believes is most beneficial to the City. The City also reserves
the right to cancel the solicitation without regard to liability to any and/or all Offerors.
