REQUEST FOR PROPOSAL
HVAC – Highway Garage
Sealed proposals will be received by the Town of Merrimack until 2:00 pm on Friday, February 6,
2026 for replacing one unit heater and installing two radiant tube heaters for the Town of
Merrimack Highway Garage with the enclosed specifications and following conditions.
Time and effort spent for bid preparation is the responsibility of the bidder. The act of submitting
a bid is considered to be full acknowledgement that the bidder has inspected the sites and is familiar
with the conditions. A mandatory walk through is scheduled for Friday, January 23, 2026 at
9:00 am at the Highway Maintenance, 80 Turkey Hill Rd, Merrimack, NH.
Proposed systems must be designed: in accordance with industry standards, including those by the
American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHREA); to
maintain temperatures at the sites within ranges specified by such standards; and to meet all
applicable codes.
The proposals shall include a detailed outline of the scope of work similar to but not limited to the
one as below, a total cost included on the enclosed Bid Form, warranty information, specifications
on the proposed heating equipment, and a listing of significant materials to be provided and
significant tasks to be performed. Three copies of the proposal must be submitted.
The proposal shall include, at a minimum, the following elements in the scope of work:
• Demolition :
o Disconnect power and control wiring of the three old unit heaters
o Disconnect gas piping going to the old 75kbtu unit heater
o Lower and dispose of three old failed unit heaters
o Transport the old units off the premises for proper disposal
• Installation:
o Furnish and install one new 150kbtu unit heater in the adjacent bay. Furnish and
install one new thermostat.
o Furnish and install two new 100kbtu radiant tube heaters from the center beam
down the length of the bays.
o Run new gas piping for two new radiant tub heaters
o Run venting for both tube heaters through the sidewall and seal the unit heater
penetrations
o Pressurize the piping and check for leaks.
• Start, check and test all equipment for proper operation
• Optional for electrical work: A licensed Electrician to remove and demo the ceiling fans
in the dual bay, along with running 120V to each tube heater and to run the wiring for the
line voltage thermostats.

The bid shall be submitted on the Bid Form furnished herewith and shall exclude state and federal
taxes not applicable to municipalities. The bid price shall be quoted F.O.B. Town of Merrimack,
Highway Garage, 80 Turkey Hill Road, Merrimack, NH and shall include all labor and materials
that are required for a complete installation, including removal of related debris.
The contractor will be required to provide an insurance certificate confirming the following
insurance coverage: worker’s compensation insurance as required by the State of New Hampshire;
broad-form comprehensive general liability insurance in an amount no less than $1,000,000
combined single limit per occurrence; and motor vehicle insurance to include bodily injury,
property damage, uninsured motorist, and employer’s non-ownership coverage in an amount no
less than $1,000,000 combined single limit per occurrence. The Town of Merrimack shall be
named as an additional insured on all policies.
The contractor must also agree in writing to indemnify the Town of Merrimack from any and all
liability, loss or damage, including but not limited to bodily injury, illness, death, or property
damage, which the Town becomes legally obligated to pay as a result of claims, demands, costs,
or judgment against the Town arising out of the contractor’s actions or omissions relating to this
project.
The Town’s evaluation of the bidder’s experience and reputation will include discussions with
current users. Therefore, bidders shall identify on the Bid Form three customers for whom
comparable repairs have been completed within the last five years.
The Town reserves the right to reject any or all bids, to waive irregularities in the bids, and to
accept the bid which best serves the interest of the Town.
Three copies of the proposal must be sealed and marked “Bid on HVAC-Highway Garage” and be
delivered to the Town of Merrimack Finance Department, 6 Baboosic Lake Rd, Merrimack, NH
03054 by the time specified above when they will be read aloud at 6 Baboosic Lake Road East
Wing of Town Hall - Lower Level Conference Room.
It is the bidder’s responsibility to confirm the bid is received by the Finance Department by the
date and time specified.
