REQUEST FOR COMPETITIVE SEALED PROPOSALS (RFCSP)

Sealed proposals are requested by the San Antonio Water System (SAWS) for the Steven M. Clouse Water Recycling Center (SMCWRC) Secondary Treatment Expansion and Blower Improvements Project, SAWS Job No. 22-6508. The project includes, but is not limited to the construction of three (3) new Stage 1 Aeration Basins and Settling Tanks including all associated process equipment, gates, valves, and piping, construction of Stage 1 Tunnel extension and modification of the two (2) existing tunnel access stairwells at the Stage 1 return-activated sludge (RAS) pump stations, removal and replacement of the existing Aeration Blowers with six (6) HST blowers and blower building improvements, and construction of a new electrical building and improvements to electrical and instrumentation and controls (I&C) at Stage 1, Stage 2 and blower building.

A non-mandatory IN-PERSON pre-proposal meeting and site visit (immediately following meeting) will be held on April 17, 2025, at 1:00 PM (CDT) at the following location:

Answers to the questions will be posted to the web site by 4:00 PM (CDT) on April 30, 2025, as an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 10:00 AM (CDT), May 20, 2025.  Electronic proposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal.  Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price.  (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond).  Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.
