RECEIPT AND OPENING OF BIDS: NOTICE IS HEREBY GIVEN that bids for the construction of the OTSEGO WELL NO. 12 for the City of Otsego, Minnesota, will be received electronically at the QuestCDN bidding site until 2:00 PM local time on the 20th day of May 2025, at which time the bids will be opened and publicly read online via Microsoft Teams. DESCRIPTION OF WORK: The Project generally consists of the following primary components. The Work done under this contract shall include the furnishing of all labor, materials, tools, and equipment to construct complete in place the following primary Project components as well as conducting well capacity and aquifer pumping tests and water analyses:
1.
One (1) new public water supply well in the Tunnel City-Wonewoc (TCW) formation.
2.
50’ of raw watermain.
3.
Flushing hydrant.

The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. Copies of the Plans and Specifications and other Bidding and Contract Documents may be obtained from Advanced Engineering and Environmental Services, Inc. (AE2S), 6901 E. Fish Lake Road, Suite 184, Maple Grove, MN 55369 for a NON-REFUNDABLE charge of $2,000.00 for each paper set of documents requested or $100.00 for PDF copies. All costs for either digital or paper copies are NON-REFUNDABLE.
All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated website or Issuing Office.

EXAMINATION OF BID DOCUMENTS: Copies of the Bidding Documents may be seen and examined at the offices of the Engineer, AE2S, and the office of the Otsego City Engineering Department. All bidding document interpretations and clarifications should be directed to the office of AE2S at (763) 463-5036.
BIDDING REQUIREMENTS: The Bidder shall have the following minimum qualifications: Bidder shall have successfully completed not less than three (3) municipal water supply well infrastructure projects of similar nature and complexity within five (5) years prior to the bid opening in the United States. All projects shall be constructed and commissioned. Responsible Contractor Certification Form and Bidder Qualifications Form are required to be submitted with Bid.
All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents.
Bids shall be submitted online by the date and time indicated in this advertisement. Each Bid shall include a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Otsego, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract as indicated in the Bidding Documents. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened.
OWNER’S RIGHTS RESERVED: The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. No Bidder may withdraw their bid for a period of sixty (60) days after the bid opening.
CRITICAL WORK SEQUENCE: Well 12 blasting with explosives and other disruptive work cannot start until June 2, 2026 and should be completed before August 29, 2026 to limit the impact on the neighboring school.
COMPLETION OF WORK: All work under the Contract must be substantially complete by October 15,
2026. Final completion for all work and closeout documentation shall be October 30, 2026.
