This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures IAW Federal Acquisition Regulation (FAR) Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested.

The solicitation is issued as a Request for Quote (RFQ); the solicitation number is W912SV-25-Q-A009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05.

The Massachusetts Army National Guard (MA ARNG) has a requirement for promotional items to be delivered to the Massachusetts Joint Force Headquarters on Hanscom Air Force Base.

This solicitation is set-aside 100% for small business under NAICS code 541890- Other Services Related to Advertising. The small business size standard is $19M. Interested vendors must add the applicable NAICS to their System for Award Management (SAM) Representations and Certifications prior to submitting their quote.

Quotes in response to this solicitation shall be submitted VIA E-MAIL ONLY by the date and time indicated in this announcement. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W912SV-25-Q-A009. BASIS OF AWARD:

Award will be based on Price Only.

The Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.

The procurement will incorporate all applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS) provisions and clauses. Please see the attached Providsions and Clauses.
