VOLUNTARY LAND ACQUISITION & RELOCATION SERVICES CONSULTANT
INVITATION TO PROPOSERS
The Clark County Department of Aviation (CCDOA) invites firms to submit proposals
to implement a voluntary land acquisition and relocation program on behalf of CCDOA. All acquisitions must be in strict accordance with the Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970- Public Law 91-646 (“URARPPA”); 49 CFR Part 24 Regulations; FAA order 5100.37B (“Land Acquisition and Relocation Assistance for Airport Development Projects”; and FAA Advisory Circular 150/5100-17 (“Land Acquisition and Relocation Assistance for Airport Improvement Program Assisted Projects”).
Please note that this is a sealed RFQ process.
All questions and/or responses to this Request for Proposal must be processed through the NGEM website.
Inquiries, documents or other information submitted outside of NGEM (i.e. email, fax, hard-copy, etc.) will not be reviewed or considered.
PRE-SUBMITTAL CONFERENCE
A pre-submittal conference will be held via Microsoft Teams on April 21, 2025 at 10:00am (PT).

The pre-submittal conference provides the opportunity to ask questions regarding the Request for Proposal (RFQ), the RFQ requirements, and the electronic submittal the NGEM site. At the pre-submittal conference the electronic RFQ document is reviewed and questions from the attendees are answered.
Your attendance is encouraged, but NOT required.
Proposers may also submit questions through the NGEM site until the Question Cutoff Date and Time noted.
Telephone calls regarding this RFQ will not be accepted. All questions must be submitted electronically through the NGEM website and all responses will be posted on the NGEM website.
CLOSING DATE & TIME FOR RFQ SUBMISSION
All proposals are due to be submitted through the NGEM system by 2
:00pm (PT)
on Monday, May 5, 2025.
Upon completion of the proposal evaluation(s) by CCDOA, and approval of the Board of County Commissioners (if required) all firms with submitted proposals will receive notification through the NGEM System.
REGISTRATION FOR THE NGEM SYSTEM

Potential Proposers MUST be registered register as a “Supplier”. This may be accomplished by clicking on the Supplier Registration link and completing the registration form. There is no cost to register or to use the NGEM System.
RFQ documents may then be viewed by selecting a specific project from the "Current Bid Opportunities" list and clicking on that project. Please note you
MUST be logged in to your NGEM account
to view and access the RFQ information and associated documents, if any.
Once registered, "suppliers” may receive emails notifying them of bid opportunities. Reviewing any project RFQ data will automatically place the proposer’s contact information on the respondents list and the NGEM System will automatically send any and all updates, changes or addenda associated with that project.
An electronic proposal can only be submitted through the NGEM System. The RFQ document(s) can be printed for Proposer’s use, but an electronic proposal MUST be submitted through the NGEM System.
After the contract is awarded, if additional detail is required, a public records request may be submitted at www.LASairport.com/Records.
