General work description:
Replacement of the existing obsolete PLCs at Water Treatment Plants 1 and 2 with new Automation Direct Productivity P2-550 controllers; furnishing and installation of a new redundant Inductive Automation Ignition SCADA system with historian and alarm notification; I/O rewiring, termination, and tagging; RACO alarm dialers; radio telemetry integration with remote tank sites; testing, commissioning, operator training; and all other items or details not mentioned above that are required by the plans, Standard Specifications, or the special provisions.

Qualifications:

Bids are required for the entire work described herein and must be submitted on the Bid Proposal forms provided by the City. Each bid must be accompanied by bidder's security in the amount of ten percent (10%) of the amount bid, in the form of cash, a cashier's check or certified check payable to the City of Avenal, or a bidder's bond executed by an admitted surety insurer. The successful bidder must furnish a faithful performance bond and a payment bond, each in the amount of one hundred percent (100%) of the contract price, in forms approved by the City. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute securities for funds withheld under the contract.
The Contract time is thirty (30) working days. Liquidated damages shall be assessed at $3,600 per day.
Each bidder shall possess a valid California Contractor's License in the classification(s) required by the CSLB for the work, including Class C-10 (Electrical) where electrical work is performed, and shall demonstrate a minimum of five (5) years of experience installing, programming, and commissioning PLC and SCADA systems on operating municipal water treatment or similar critical process facilities, as specified in Section 2.5 of the Specifications. The contractor shall possess a City Business License at the time the contract is awarded.
No contractor or subcontractor may be listed on a bid proposal or awarded a contract for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county in which the work is to be done have been determined by the Director of the California Department of Industrial Relations and are available at www.dir.ca.gov. Not less than the applicable prevailing wage rates shall be paid to all workers employed on this project.
This project is financed by the State Water Resources Control Board under Urgent Drinking Water Needs Funding Agreement No. D2517013 and is subject to the requirements of that agreement.
