This is a Sources Sought announcement issued solely for market research and preliminary planning purposes, in accordance with FAR Part 10. This notice does not constitute a Request for Quote (RFQ), solicitation, or commitment by the Government. No award will be made based on responses to this notice.
The U.S. Army Corps of Engineers (USACE), Humphreys Engineer Center Support Activity (HECSA), is seeking information from industry regarding its capability to provide an OnPrem eDiscovery software solution. The attached Draft Purchase Description outlines the technical and functional requirements.
The anticipated North American Industry Classification System (NAICS) code for this requirement is 541512 – Computer Systems Design Services. Interested vendors should confirm their business size status under this code.
Submission Instructions
Interested vendors are invited to submit a capability package that addresses the following:
1. Company Information
• Organization name (include teaming partners if applicable)
• Location
• CAGE Code
• Point of contact (email and phone)
2. Socioeconomic Status
• As registered in SAM.gov, indicate one or more of the following:
• Small business
• 8(a)
• HUBZone
• Small disadvantaged business
• Woman-owned small business
• Service-disabled veteran-owned small business
• Large business
3. Technical Capability
• Comments on the attached Draft Purchase Description
• Information on industry standards relevant to the described products
• Confirmation of ability to provide the listed products
• Estimated delivery timeline for full solution
• Identification of risks or challenges in meeting the requirements
• Mitigation strategies your organization would employ
4. Teaming Arrangements
• If applicable, describe the division of responsibilities between small and large business partners
• Clearly identify which portions of the Purchase Description each party will perform
5. Rough Order of Magnitude (ROM)
• Provide a non-binding ROM estimate for the supplies described
6. System Architecture & Integration
• Can your solution integrate with existing USACE systems or platforms (e.g., Microsoft 365, SharePoint, Exchange)?
• Does your solution support modular deployment or scalability across multiple environments?
7. Security & Compliance
• Is your solution compliant with DoD cybersecurity requirements (e.g., NIST SP 800-171, FedRAMP Moderate)?
• Does your solution support role-based access control and audit logging?
8. Data Handling & Storage
• How does your solution manage data ingestion, indexing, and retention?
• Can your solution operate in a disconnected or air-gapped environment?
9. Performance & Support
• What are the minimum hardware/software requirements for deployment?
• What level of technical support and training is included with the solution
10. Innovation & Roadmap
• Are there upcoming features or enhancements planned for your product?
• Do you offer AI/ML capabilities for predictive coding or document classification?
11. Licensing & Pricing
• What licensing models are available (e.g., perpetual, subscription, enterprise)?
• Are there any volume discounts or bundling options?
12. Warranty & Maintenance
• What warranty terms are included?
• What are your maintenance and update policies?
13. Delivery & Installation
• What is your typical lead time for delivery and installation?
• Do you offer onsite or remote installation services
14. Contract Vehicles
• Are you available on any existing contract vehicles (e.g., GSA Schedule, SEWP, 2GIT)?
Responses should be concise and clearly address each item above.
• No proprietary or classified information should be submitted.
• The Government reserves the right to reject, in whole or in part, any input received.
Each response has a 20-page limit.
