Dear Sir or Madam:
Subject: Sealed Bid No. 26-00007-AKQC - CCTV System Upgrade for 52nd Street, Allegheny,
CB Moore, and North Philadelphia Stations Project
Southeastern Pennsylvania Transportation Authority ("SEPTA") will accept Sealed Bids through
its Electronic Procurement System (“ePS”) website for CCTV System Upgrade for 52nd Street,
Allegheny, CB Moore, and North Philadelphia Stations Project (hereinafter called (“the Work”) as
outlined in the Contract Documents until Thursday, February 26, 2026 at 10:00 am, at which
time the bids will be made public and read aloud.
The contract duration is 150 calendar days (5 months) calendar days from the Notice to Proceed.
The Work includes but is not limited to: The SEPTA CCTV improvement project will replace
the existing IP camera/equipment with current technology IP cameras and network equipment at
four (4) stations within SEPTA service area. The following is a list of sites for this improvement
project:

52nd Street Station (MFL); 29 CCTV cameras and equipment

Allegheny Station (BSL); 30 CCTV cameras and equipment

CB Moore Station (BSL); 30 CCTV cameras and equipment
-
North Philadelphia Station (BSL); 35 CCTV cameras and equipment
PPE Requirement: Safety Vest and Safety Boots
The Contractor shall finalize the design, procure, install, test, and place in service the CCTV
equipment using current surveillance technology and installation methods at the indicated stations.
The stations will remain active during construction; the existing CCTV system must remain active
until the proposed CCTV system has been accepted. The existing CCTV system then can be
decommissioned and removed.
A Non-Mandatory Pre-bid Meeting will be held on Friday, February 6, 2026 at 9:30 am. A
representative of your company should join to discuss the proposed work with representatives of
SEPTA.

A Non-Mandatory Site Visit will be held on Tuesday, February 10, 2026 at 9:30 am. It is
recommended that a representative from your company attend.
All questions must be submitted, via email, to the Contract Administrator no later than Friday,
February 13, 2026 by COB to be guaranteed an answer. Answers will be issued no later than
Thursday, February 19, 2026 by COB.
Any inquiries regarding this bid and any request for change, modification, or clarification of any
aspect of these Contract Documents must be made in writing, via email, the Contract Administrator
at least twelve (12) calendar days prior to the bid opening in order to be taken into consideration.
All bids must be submitted through SEPTA’s Electronic Procurement System (“ePS). Mailed or
hand delivered bids will be rejected. The Bid will be opened electronically on the scheduled
Opening Date/Time, and will be secure and unreadable by SEPTA until that time. Attendance at
the Bid Opening Meeting is Non-mandatory.
No bid will be opened and considered that is submitted later than the time specified.
SEPTA retains the right to reject any and all bids as determined to be in the best interest of SEPTA.

Each bid submitted shall remain firm for at least ninety (90) days from the date of the Bid Opening
and may not be withdrawn in whole or in part during that time. By submitting a bid, the bidder
certifies that the bid price is held firm for that time and any extension thereof.
SEPTA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d
to 2000d-4, and Title 49,Code of Federal Regulations, Department of Transportation, Subtitle A,
Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the
Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will
affirmatively insure that in regard to any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full opportunity to submit bids in response to
this invitation, and will not be discriminated against on the grounds of race, sex, color, or national
origin in consideration for an award.
This solicitation is subject to, and must comply with, the Buy America Act All bidders are required
to comply with this Act and account for it in their bid.
Contractor will be required to comply with all applicable Equal Employment Opportunity laws
and regulations.
All bidders will be required to certify compliance with Executive Order 12549 (ineligible
contractors).
Any contract issued as result of this solicitation is subject to a financial assistance contract between
SEPTA and U.S. Department of Transportation.
