The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a sole source, Cost-Plus-Fixed Fee (CPFF), contract with BAE Systems Information and Electronic Systems Integration, Inc for delivery of a software configuration to support the Advanced Precision Kill Weapon System (APKWS) guidance system to increase capabilities for Department of Defense (DoD) platforms in targeting, guidance, command and control while decreasing the need for the main platform to maneuver in order to establish a firing solution with the system.
This requirement will be solicited in accordance with the authority of with the authority of 10 U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1(a)(2, “Only One Responsible Source.
BAE Systems Information and Electronic Systems Integration, Inc is the sole manufacturer of the APKWS guidance kit and only company authorized to create software configurations for guidance, control, and tracking variations for this system and are the sole owners of the proprietary software and hardware required for this effort. BAE Systems is the sole manufacturer of the APKWS guidance system and currently does not have any authorized organizations to perform software conversions and integration services to current APKWS guidance systems nor any authorized reseller of the hardware.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
