USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position, Senior Metrics Advisor, at the GS-14 equivalent level for USAID’s Bureau for Democracy, Human Rights, and Governance (DRG), Policy, Learning, and Integration (PLI) Office, Evidence and Learning (E&L) Team.
The E&L Senior Metrics Advisor leverages their considerable monitoring, evaluation, measurement and research expertise to identify and promote the utilization of measures that guide the DRG strategy, Learning Agenda, and programming for the agency; guide the measurement of theories of change for DRG programming; and provide support to USAID Missions/Bureaus seeking to measure country contexts and conduct monitoring for learning. They will work with the Knowledge Management and Organizational Learning (KMOL) advisor to ensure that learning and best practices are captured and shared to build the evidence base and promote better development outcomes. These general responsibilities will be carried out through a combination of Washington, DC-based support and overseas TDYs. The geographic scope of the Advisor’s work is world-wide and varied to reflect changing country and political context.
The duration of the contract period is anticipated to be one, two-year, base period with three optional one-year periods for a maximum duration of five years in total.
