Description:

PennDOT seeks to procure support services that supplement and assist PennDOT personnel in the maintenance of the Bridge Automated Design and Drafting (BRADD) Engineering Software. The Offeror will need to provide the mandatory and desired software maintenance and support, modifications and enhancements to PennDOT’s BRADD Engineering Software due to constant changes in technical design criteria. The technical design criteria are the American Association of State Highway and Transportation Official (AASHTO) Load and Resistance Factor Design Specifications (LRFD) and PennDOT’s design manuals and specifications, as well as PennDOT’s design and construction standards (e.g., Bridge Design, Bridge and Roadway Construction Standards).

The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement. IF you have a goal add the following language There is an SDB Goal of 14% and a VBE Goal of 3% established for this procurement.

Preproposal Conference with SDB and VBE Goal and PennDOT Diverse Business (DB) Information Session. The Commonwealth has made significant changes to the SDB and VBE requirements, and failure to meet these requirements may result in your proposal being deemed nonresponsive. Therefore, the Issuing Office will hold an SDB and VBE Goal Information Session for this RFP which we highly recommend you attend. The purpose of this Session is to provide an overview of the RFP and SDB and VBE Participation submission instructions. There will also be an overview of the PennDOT DB program and requirements. Offerors may ask questions in accordance with Section 10, Questions and Answers contained in this Description Section. Offerors may also ask questions during the Session, however responses provided during the Session are not official until the question is submitted in writing using the Q&A Board in JAGGAER. Q&A Board questions and written responses shall become part of this RFP.

This conference will take place virtually via Microsoft Teams on May 12, 2025 at 2:00 PM. An RSVP is due via email to Nicholas Gotwalt at ngotwalt@pa.gov by May 9, 2025 at 4:30 PM. The link to the Microsoft Teams conference, and call-in phone number/code for those without Microsoft Teams access, will be provided after registration. Please see the SDB/VBE presentation and DB presentation, which will be added to the RFP Buyer Attachments prior to the conference via an Addendum, in the event you will not be able to use the link to join the call and must use the call-in number and code.
