Solicitation No. W912PM25QA020. This solicitation is issued as an RFQ.

This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures. This combined synopsis/solicitation is being issued as a small business set-aside.





This solicitation is a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-05 effective August 07, 2025. The associated North American Industry Classification System (NAICS) code for this procurement is 541360 with a size standard of $28,500,000.00.





The U.S. Army Corps of Engineers, Wilmington District needs a contractor for the purpose of collecting soil and strength parameters for the existing dike and foundation soils. These data will be used to complete slope stability analysis and determine beneficial use options to potentially increase disposal area capacity. Brandt Island is approximately 168 acres in size and located south of the existing Port of Morehead City, across the Morehead City Harbor Channel (Figure 1). The active portion of Brandt Island disposal area encompasses approximately 64 acres and has a top of dike elevation of approximately 37 feet mean sea level (MSL).





The resulting award issued from this request will result in one award. Service Contract Act Wage Determination 2015-4401 Rev. 29 dated 07-08-2025 for Carteret County, NC will apply. The Offeror is responsible for referring to the wage determination and applying it as applicable.





Site Visit: A site visit has been scheduled for:





Tuesday, 07 October 2025 at 9:00 AM EDT.



Location: Participants will meet at the Morehead City Boat Ramp and Fishing Pier, 301 Highway 70, Morehead City, NC 28557. NOTE: Google maps shows the name of the boat ramp to be “Newport River Pier and Ramp”, however when you look at street view the sign reads “Morehead City Boat Ramp and Fishing Pier, 301 Highway 70.” Therefore, for clarification purposes, the Google Earth coordinates are LAT 34°43'21.16"N; LONG 76°41'11.15"W. Any interested vendors will have to meet us at the boat dock and follow the Government in their own vessel out to the site, per the Government’s safety regulations only USACE personnel can be on USACE vessels.

All Quote Submission Packages must include the following items:

  • Technical Proposal per clause 52.212-2 of the solicitation:





Evaluation of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Issuance of award will be made to the lowest price offeror that is technically acceptable.





Price Quote and Technical Proposal: Each offeror must submit both a Price Quote of each line item and a Technical Proposal via email. The technical proposal shall include information that clearly demonstrates the ability to meet all requirements set out in the Performance Work Statement (PWS). The Contractor shall include the technical information that is listed in provision 52.212-2 within the solicitation for submittal requirements. No hard copies will be accepted or evaluated. Both the Price Quote and Technical Proposal must be received by the closing date and time set forth within the solicitation. In an effort to reduce paper and cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than 10 pitch or 10 fonts. Offerors may use compression utility software such as WinZip or PKZip to reduce fie size and facilitate electronic transmission.
