In accordance with School District Procurement Rules in the Arizona Administrative Code (A.A.C.) promulgated by the State Board of Education pursuant to A.R.S. §15-213, competitive sealed bids for the materials specified, will be received by the Marana Unified School District, #6 (“District”), at the above specified location, until the date and time cited. Bids received by the correct time and date shall be opened and the amount bid shall be publicly read and recorded. All other information contained in the Bid shall remain confidential until award is made. Physical bids will not be accepted and electronic submission is required.
The initial contract term shall be from April 3 , 2026 through June 30, 2026 with an option to renew for four additional one-year terms.

The District will not be responsible for the pre-opening of, post-opening of, or failure to open a bid not properly submitted or identified. Bids shall be in the actual possession of the District on or prior to the exact time and date indicated above. Late bids shall not be considered.

One (1) electronic Bid is requested. Bids in response to this solicitation shall be submitted electronically and received on or before the due date and time indicated above.  Additional instructions for preparing a Bid are provided herein. Physical, faxed or emailed bids are not acceptable.

1 Scope of Work and Specifications
1. PURPOSE
The purpose of this solicitation is to establish a district-wide, as-needed contract for small roofing projects. Annual
expenditures are anticipated to be approximately $500,000, with individual project costs expected to range from
$10,000 to $500,000.
2. BACKGROUND
2.1 MUSD is comprised of ten K-6 elementary schools, three K-8 schools, two 7-8 middle schools, four high
schools, and one alternative school. A staff of 1,800 full, part-time, and substitute educational and support
employees serve nearly 13,000 students.
2.2 The district has made a determination that it is in is best interest to use electronic submission for
competitive sealed bids. IonWave is an electronic portal for receiving, opening, and recording bids and
proposals digitally. Vendors must create a IonWave account at no cost to submit a bid response and
submission of the bid for this project must be uploaded using the IonWave portal. Additional instructions are
provided herein.
3. OBJECTIVE
3.1 Marana Unified School District is requesting bids for Small Roofing Projects As Needed.
3.2 Ensure Structural Integrity: Restore or replace roofing materials to protect the building from leaks,
water damage, and structural deterioration. Address any underlying issues such as damaged decking,
flashing, or insulation.
3.3. Improve Durability and Weather Resistance: Install materials that have received approval from the
district and are of high quality, ensuring they are weather-resistant and appropriate for the specific climate
and conditions found in Arizona.
3.4. Maintain Safety and Compliance: Adhere to all applicable local, state, and federal building codes,
safety regulations, and manufacturer installation guidelines. Ensure that safe working conditions are
maintained for workers, as well as for MUSD students and staff.
3.5. Enhance Energy Efficiency: Ensure that all gaps surrounding HVAC equipment, roof jacks, and any
penetrations in the roof are properly sealed.
3.6 Minimize Disruption and Complete on District-approved schedule: Develop a comprehensive
schedule for work phases that minimizes disruption to daily educational activities within the classroom. It may
be necessary to consider proposals for work to be conducted outside of regular hours, including evenings,
weekends, or holiday periods.
3.7 Scope of Work:
3.7.1 Site inspection and assessment of the current roof condition.
3.7.2 Identification of safety hazards and implementation of safety measures.
3.7.3 Coordination with school administration to minimize disruption.
3.7.4 Roof Removal, Replacement, or Repair.
3.7.5 Removal of the existing roofing system, including underlayment and insulation.
3.7.6 Proper disposal of old roofing materials in accordance with local regulations.
3.7.7 Installation of new roofing materials, including weatherproofing, insulation, and finishing. Including
but not limited to drip edge,flashing, painting, roof jacks, roof supports, and sheathing.

3.7.8 District will conduct quality assurance inspections at each stage of installation.
3.7.9 Ensure that a temporary barrier physically separates school students and staff.
3.7.10 Provide temporary restroom facilities for the contractors’ workers.
3.7.11 Provide an Electric Power Generator and or pneumatic compressor for tool use.
3.7.12 Provide any necessary boom lifts, forklifts, cranes, and any other equipment needed for the
project.
3.7.13 Daily cleanup of all construction-related trash and debris.
3.7.14 Provision of dumpsters and removal services for all waste materials.
3.7.15 Final site cleanup and inspection to ensure no debris remains.
3.7.16 Must provide a daily project update to the district and documentation/photographs if requested.
3.7.17 Include any permit fees needed for roofing construction.
3.7.18 Must include any additional taxes, fees, or other associated costs.
3.7.19 Itemized list of all roofing materials, including type, quantity, and unit cost.
3.7.20 Include total or hourly labor costs.
3.7.21 Include costs for delivery, storage, and handling of materials.
3.7.22 Provide manufacturer warranties for roofing products used.
This scope of work ensures a safe, efficient, and high-quality roof replacement for Marana Unified School District,
with careful consideration for school operations, safety, and long-term durability. All work must be performed in
accordance with applicable codes and standards, and by qualified personnel.
4. PROJECTED IFB SCHEDULE
The tentative dates for activities related to this IFB are provided for reference, which are tentative and subject to
change to meet the needs of the District.

5. WORK SCHEDULE
5.1 The District operates on a five (5) day schedule Monday – Friday and closed holidays. (A calendar for the
school year 2025-2026 has been attached for your convenience).
5.2 There may be restrictions to work hours in order to complete the project during school instruction time
and while the campus is occupied. It is preferred that disruptive work is performed during a scheduled Break
and/or with the least amount of disruption as possible to the educational environment.
5.3 The work schedule is expected to provide a detailed project timeline that includes milestones for roof
removal, installation, generator setup, and restroom provisions.
6. UTILITIES
Contractor shall provide all of its own power, tools, and staff to successfully perform the work. The District shall not
incur any additional expenses for the successful completion of this project. Contractor will also provide and maintain
in clean order. Locations shall be approved by the District.
7. CLEANUP
The contractor shall repair, rebuild, or otherwise acceptably restore any property on or adjacent to the worksite that
was damaged during the course of work on the project. Such restoration shall be at the contractor’s expense and is
not subject to reimbursement by the District. Awarded firm shall remove all old equipment, trash/waste from the
worksite as a result of their efforts.
8. SITE RESTORATION
Upon completion of a project, the school campus site shall be made whole. Contractor shall repair, rebuild, or
otherwise restore any property on or adjacent to the worksite area that was damaged during project work.
