Little Rock Water Reclamation Authority (LRWRA)

This solicitation is for a General Contractor/Construction Manager-at-Risk (“GCCM”) to provide preconstruction services during the design process of a Little Rock Water Reclamation Authority (“LRWRA”) project that will involve rehabilitation of concrete, gates, and ancillary equipment within the Fourche Creek Water Reclamation Facility (FCWRF). The project will include concrete wall repair and replacement of existing gates in multiple areas. Electrical improvements will be included at the headworks facility. The project will also include structural repair and handrail replacement in multiple areas. The Contractor shall be familiar with the GCCM delivery method, as this project will be delivered through a GCCM process. The GCCM will provide the services for the project in a two (2) phase approach, preconstruction and construction. Responders should demonstrate their experience with providing GCCM services.
Little Rock Water Reclamation Authority encourages participation of small business enterprises and veteran-owned businesses in the procurement of goods, services, professional services, and construction, either as a general contractor or sub-contractor. It is further requested that whenever possible, prime contractors who require sub-contractors seek qualified small and/or veteran-owned businesses to partner with them.
Request for Qualifications (RFQ) packages will be available from Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204. Interested firms are invited to secure RFQ packages by contacting Kira Wise, phone 501-688-1427 or email kira.wise@lrwra.com . Contacting by email is preferred so that the RFQ package can be sent electronically.
The RFQ package includes descriptions of services required, an outline for presentation of qualifications, and the method of selection. Firms desiring consideration must submit their response to the RFQ to Kira Wise, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204, no later than 10:00 a.m. on September 23, 2025.
The selection process will conform to the state law defining procurement of professional services, A.C.A. 19-11-801.
Any party to a resultant contract shall not discriminate on the basis of race, color, creed, sex, age, religion, national origin, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation, military status, or any other status protected by applicable law.
Communications regarding this solicitation shall only be directed to the person designated herein. LRWRA has an absolute prohibition against any communication or contact (“Cone of Silence”) with any other LRWRA personnel, LRWRA consultant, or LRWRC regarding this solicitation. The prohibition begins with this publication of the RFQ; remains in place through the solicitation and award process, and ends only after LRWRA has executed a contract with the successful responder. The prohibition is suspended only when the designated LRWRA person initiates or consents to a meeting or communication to clarify the solicitation or for other solicitation-related action. A violation of the cone of silence may result in the disqualification of the offender’s RFQ submission.
