This is a Sources Sought notice only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotes (RFQ) and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought notice. No basis for claim against the Government shall arise as a result of a response to this Sources Sought notice or Government use of any information provided. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to seek sources capable of providing Tool Calibration and Repair Services for the Twenty Six (26) USCG Air Stations. The required services include testing, calibrating, repairing, modifying, certifying, storing, safeguarding, transporting, adjustments and performing traceable measurement documentation. The Contractor(s) shall provide all parts, labor, tooling, test equipment and facilities necessary to perform calibration and repairs of tools and equipment. There are approximately 7,189 pieces issued each year between the 26 USCG air stations, averaging 277 pieces per air station. This averages approximately 23 pieces per month per air station. The largest piece count at a single air station is 725, the lowest is 55. Non-Emergent calibrations are expected to be returned within ten (10) business days of pickup.
The types of calibration measurements to be performed include but are not limited to direct current (DC) voltage, DC resistance, DC current, alternating current (AC) voltage, AC current, mass, pressure, temperature, humidity, capacitance, inductance, frequency, torque, dimensional flatness, length, angle, and thread.
The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541380 - Testing Laboratories and Services. The size of business pursuant to NAICS 541380 - Testing Laboratories and Services is $19.0M.
Sources Sought Requested Response
All Contractors interested and qualified to provide Tool Calibration and Repair Services are invited to provide a response to this Sources Sought notice.
All interested parties shall complete Attachment 1, provide a response to the following questions, provide a calibration and repair capabilities statement and any additional information that will allow the USCG to understand your full capabilities.
1) Can the Contractor provide a ten (10) business day turnaround on non-emergent calibrated items from the date of scheduled pick-up / drop-off for USCG air stations listed in Attachment 1 of this Sources Sought notice?
2) Can the Contractor provide emergency calibrations within twenty-four (24) hours after notification for Portable Equipment and emergency on-site calibrations within twenty-four (24) hours after notification for Non-Portable Equipment for USCG air stations listed in Attachment 1 of this Sources Sought notice?
3) Can the Contractor provide priority calibrations within two (2) business days after notification for Portable Equipment and priority on-site calibrations within two (2) business days after notification for Non-Portable Equipment for USCG air stations listed in Attachment 1 of this Sources Sought notice?
4) Can the Contractor provide onsite visits ten (10) business days from notification of the on-site calibration requirement to calibrate non-portable items located at USCG air stations listed in Attachment 1 of this Sources Sought notice?
5) Provide any additional comments/information you may have regarding this Sources Sought notice.

Attachment 1 is included with this Sources Sought notice and provides a listing of USCG air stations, their addresses and questions for all interested parties to respond.
After a review of the responses to this Sources Sought notice, and if the USCG plans to proceed with the acquisition, a Request for Quotes (RFQ) will be published on the Contract Opportunities website www.sam.gov. Responses to this Sources Sought are not adequate responses to any future RFQ. All interested offerors must respond to the RFQ in addition to responding to this Sources Sought notice. Responses to this Sources Sought are NOT a request to be added to a list of prospective offerors or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this notice and any follow-up information requests.
