THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY AND IS NOT A REQUEST FOR PROPOSALS.



It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below.



The information gained from this market research will help the National Institutes (NIH) Clinical Center (CC) plan for its acquisition strategy.



Potential Large and Small Businesses shall include business information outlined in the section below as a part of their response.



Complete responses to this notice include the following information:




  1. SAM UEI Number

  2. Company Name

  3. Company Address, City, State and Zip Code

  4. Company Point of Contact, Email Address and Telephone Number

  5. Whether the vendor can provide these item(s) through government-wide contracts such as GSA or NITAAC contracts.

  6. Socioeconomic Status: (i.e., HUBZone, 8a, Small Business, Women Owned Small Business, Veteran-Owned Small-Business, etc.) as validated in Central Contractor Registration (CCR). All offerors must register in CCR located in https://www.sam.gov.

  7. Provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described in the Statement of Work.

  8. Provide a brief history of the organization’s experience with providing similar items/services to the government.





The National Institute of Health Clinical Center’s DCRI is responsible for the operation and management IT infrastructure that supports patient care and research. Program needs to obtain software and hardware license and maintenance services for the IBM hardware and AIX operating system for servers that support the existing Laboratory Information System (LIS). The Clinical Center currently utilizes the fully integrated SoftLab system provides a seamless interface that links all clinical laboratory departments throughout the enterprise. Tremendous flexibility is provided to allow the distribution of data and results from the laboratory to the entire IDN (Integrated Delivery Network). SoftLab Systems computerizes and manages all data processing and laboratory activities from Order Entry and Result Reporting to Interfacing with laboratory instruments. The Suite of products used by NIH include SoftLab, SoftMic, SoftBank, SoftPath, SoftTQC, SoftWeb, SoftMedia, SoftID, SoftID.TX and SoftReports. For example, the contractor will be required to provide onsite support on the LIS and provide genuine IBM hardware replacement parts as required within 4 hours from notification of failure. The contractor will be required to provide application level support to all the modules that the Clinical Center currently has installed. In addition, the contractor will provide device specific interface support for the laboratory equipment, which communicates with the LIS system. These services and products are to be available to the agency 24 hours a day, 7 days per week, 365 days per year.



The National Institutes of Health, Clinical Center has a current requirement to continue these software upgrades, management, and maintenance services.

Schedule/Period of Performance:



The project will delivering software and services to the NIH facilities in Bethesda, Maryland. The estimated period of performance for the project is approximately 5-6 months (due to funding availability), followed by an option period of 12 months.





Contractors shall not reach out to the customer for any questions or clarifications.
