The FAA intends to award a single source contract to OLIVER WYMAN GOVERNMENT SERVICES LLC. A competitive solicitation is not available for this procurement.
The FAA Acquisition Management System (AMS) authority for the planned single source is AMS policy section 3.2.2.4 Single-Source Selection (Revised 7/2023) and 3.2.1.3.7, Single-Source Approval (Revised 9/2020).
In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.
The rationale for selecting Oliver Wyman as the sole source provider is based on their unparalleled expertise and experience in areas critical to the success of the FAA's initiatives. Since 2008, Oliver Wyman has supported every major U.S. Single Operating Certificate (SOC) program, demonstrating a unique and extensive understanding of the regulatory landscape and operational requirements. Their ability to deliver FAA-wide Safety Management System (SMS) frameworks that effectively integrate multiple Line of Business (LOB) safety oversight systems is unmatched, ensuring a seamless and efficient approach to safety management. Oliver Wyman has a proven track record of operating a program management office (PMO) that meets aggressive regulatory timelines. Their comprehensive expertise in safety culture, Safety Risk Management (SRM), technology integration, and change management makes them uniquely qualified to address the complex challenges associated with these initiatives. Given these distinctive qualifications and their demonstrated success in similar projects, Oliver Wyman is the only known source that is capable of meeting the FAA’s need under tight deadline constraints.
This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Oliver Wyman and is not available for full and open competition.
