Introduction:
NAVSUP FLC Yokosuka (FLCY) Site Marianas is providing this pre-solicitation notice pursuant to FAR 5.204 for an upcoming solicitation. NAVSUP FLCY Site Marianas intends to issue a solicitation for Construction Site Security and Surveillance Services on Naval Base Guam. This acquisition is set aside for Service-Disable Veteran-Owned Small Businesses (SDVOSBs) in accordance with FAR Part 19.
Requirement:
The Contractor will provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services in accordance with Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) Manuals 5105.21 Volumes 1-3. The Contractor will arrange for key personnel, staffing, and equipment to support a secure project to comply with ICD 705 and the Construction Security Plan (CSP) to ensure successful accreditation of the secure facility. The scope of the contract shall include the full range of construction security program, administrative, and construction surveillance.
Solicitation Details:
The Government contemplates awarding a firm fixed price contract for a base year and three (3) six-month option periods. This acquisition will be solicited as a commercial service in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services.
This acquisition will be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in accordance with FAR Subpart 19.14. Offerors must be registered and certified in the System for Award Management (SAM) database (www.sam.gov) and Small Business Administration (SBA) website as an SDVOSB at the time of offer submission and award. No contract award will be made to any contractor that is not registered or in the process of registering with SAM.
The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the request for quotes, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
