The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide Exercise and Training Support Services to meet the collective training requirements of the National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE).

These units are postured to support civil authorities and federal partners in domestic incidents and specified threats. Please see the attached "CRE 101 Overview" for additional information about the National Guard's CBRN Response Enterprise.
Temporary contractor support is occasionally required during training exercises and typically involves role players and subject matter experts in the Incident Command System (ICS), Urban Search and Rescue, HAZMAT Response, and Medical Triage. These training events typically last one week, are held nationwide on a regular basis, and have their own specific requirements.
Historically, these exercise support services have been contracted individually by the contracting office supporting each CRE organization. Market Research is now being conducted to evaluate the viability of creating a Multiple Award Contract (MAC) – Indefinite Delivery Indefinite Quantity (IDIQ) to support these training events, with the intent that Task Orders will be placed for each event.
Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

(a) The Government does not intend to award a contract based on this Sources Sought Synopsis (SSS) or to pay for the information solicited, except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This Sources Sought Notice is issued for the purpose of conducting market research to identify business concerns that would be interested in participating in the IDIQ and developing an acquisition strategy.

PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide Exercise and Training Support to meet the collective training requirements of the National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE).
The intended scope of this IDIQ would be to provide temporary training and exercise support on an as-needed basis to support training events for the CRE. Attached are example Performance Work Statements from previous events.

The Government anticipates awarding a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), featuring on-ramp and off-ramp provisions to allow for the addition or removal of vendors throughout the contract period. The Government will issue Multiple IDIQ contracts to Offerors determined to be responsible and acceptable within the evaluation criteria. The total estimated ceiling of this program is $20M.
