Project Description: The Howard County Public School System (HCPSS) issued this Request for Qualifications (RFQ) to engage qualified firms for the purpose of completing an educational sufficiency and space adequacy assessment, Crime Prevention Through Environmental Design (CPTED) assessment, and space utilization analysis of HCPSS schools, administrative, and support services facilities. Through this initiative, the selected consultant will be tasked to make recommendations to optimize space within existing facilities, identify the additional space that is needed to address current space deficiencies, and planned instructional and programmatic requirements, and to develop an Educational Sufficiency Index (ESI) that will be used to rank the Educational Sufficiency of HCPSS facilities and establish priorities for HCPSS’ Educational Master Facilities Plan.
