Solicitation Summary
The University of Maryland Global Campus (UMGC) is soliciting proposals from qualified Facilities Master Planners to develop a comprehensive Facilities Master Plan for UMGC. This planning effort is mandated by the University System of Maryland (USM) Board of Regents. Additional details on the Scope of Work can be found throughout the RFP document. The prior plan was developed in 2012 and is included for information purposes with this solicitation document.

Additional Instructions
A site visit is scheduled for Tuesday, May 6, 2025, at 10:00 AM. Advanced registration is required no later than 10:00 AM ET on Thursday, May 1, 2025. Refer to the RFP for additional details.
Technical Proposals are due no later than 10:00 AM ET on May 21, 2025. Please read the directions carefully for electronic submissions to Bid Locker. Firms must be registered to Bid Locker prior to uploading Proposals.
An MBE subcontracting goal of no less than 5% of the total overall contract value is established for this solicitation. This subcontracting goal will become part of the contract. It is imperative that awarded firms follow the MBE guidelines for subcontracting requirements.
