Introduction
The Ohio Department of Developmentʼs BroadbandOhio (BOH) office invites proposals from qualified
entities to provide a project design to expand broadband middle-mile infrastructure along the US
Route 30 Corridor, across the entire state of Ohio. The scope of this project is to build a fiber-based
middle-mile network available to service providers, consisting of two fiber paths - eastward from
Mansfield to Canton and on to the Ohio border and westward from Mansfield to Lima and on to the
Ohio border. The paths will connect a new Point of Presence in Mansfield to the preexisting OARnet
backbone network. This includes the construction of all infrastructure, participation in partnerships
with major anchor tenants, and redundancy facilitation. Responses to this RFP may be submitted by
any entity able to provide the services under the terms and conditions outlined in this RFP.
As a result of this RFP, BBOH plans to award and execute a contract with one Respondent (Successful
Respondent) to perform the Services (Contract). If the successful respondent plans to subcontract,
they shall propose to BBOH one or more qualified subcontractors to perform the work.
Background
The US Route 30 Middle-Mile Infrastructure Project was established in House Bill 96 of the 136th
General Assembly (Am. Sub H.B. 96, page 2,774), which committed $20 Million to build out
commercially available middle mile infrastructure to address the connectivity issues in this area of the
state. Interested parties from the US Route 30 Corridor area have met to identify the needs of
surrounding communities, with unanimous consensus of there being a need and a desire for the
expansion of broadband internet infrastructure in northeast and northwest Ohio. An initial analysis
concluded that there is no known existing commercially available middle-mile broadband
infrastructure that can meet the growing need for broadband internet along the US Route 30 corridor.
The US Route 30 Corridor spans the entire width of the state of Ohio, passes through 15 counties, and
runs near many education centers, healthcare facilities, local government institutions, the 179th
Cyberspace Wing, and the City of Mansfield Industrial Park. Project stakeholders have expressed
varying levels of needs associated with the expansion of infrastructure along US Route 30, including
the construction of a point of presence near the 179th Cyberspace Wing.
The successful applicant will demonstrate the technical, managerial, and financial capabilities to
execute a project of this scale. Applicants will provide detailed timelines, budgets, relevant experience,
and provide background on their proposed project execution. All interested respondents should
familiarize themselves with BroadbandOhio and the Ohio Department of Developmentʼs compliance
and monitoring processes.

Purpose
The purpose of this RFP is to provide BroadbandOhio with an eligible project proposal to expand
commercially available middle-mile broadband infrastructure along the entirety of US Route 30 and
prioritize the needs of area stakeholders.
Term of Contract
Once awarded, the term of the Contract will be from the effective date stated in the Contract through
06/30/2027. The State may solely renew this Contract at its discretion for a period of one month. Any
further renewals will be by mutual agreement between the Contractor and the State. The cumulative
time of all mutual renewals may not exceed two years and each renewal is subject to and contingent
upon the discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in
each new biennium. The State may renew all or part of this Contract subject to the satisfactory
performance of the Contractor and the needs of the Agency.
