FBO Post Title: Request for Interested Manufacturers, Distributors, and/or Surplus Sources of the RT-5000 Radio Receiver (NSN 5821-01-552-8993; PN 3H1230-10)
SUBJECT
Market research is being conducted to identify potential sources that either (1) possess the expertise, capabilities, and experience to manufacture this part, or (2) currently have available stock of this asset in new surplus (NS) condition.
ITEM DESCRIPTION
The RT-5000 Radio Receiver (NSN 5821-01-552-8993; PN 3H1230-10; NAICS 334511; PSC 5821, Radio and Television Communication Equipment, Airborne) is an avionics component utilized by the USAF TH-1H helicopter, which is located at Fort Novosel, AL and has a fleet size of 28 aircraft. This USAF requirement is to procure 11EA units.
This item, which is also known as the Cobham Radio Receiver-Transmitter, is a VHF Frequency Modulation (FM) Transceiver that is used for reception and transmittal of radio frequency electromagnetic waves that are broadcast through atmospheric space over a frequency spectrum of 29.7 to 88 MHz. Operators at both ends of the transmission are inputting and receiving voice messages, thus serving as the most basic application of this capability. This Radio is PMA-certified, which means that the radio has been approved by the Federal Aviation Administration (FAA) under a “Parts Manufacturer Approval” designation, thus allowing the manufacturer to produce and sell that radio part for installation on certified aircraft, signifying that it meets specific design and quality standards set by the FAA for aircraft components.
IMPEDIMENT TO COMPETITION
This is a commercial-off-the-shelf (COTS) item sold on the open market to civilian and government customers. Although it can only be manufactured by the original equipment manufacturer due to proprietary restrictions, it may also be purchased from either an authorized distributor or surplus source.
INTEREST
The DLA/AWB Contracting Office will consider competing this solicitation amongst the open commercial market if distributors and/or surplus vendors respond to this sources sought synopsis. Each candidate will be evaluated based on legal authorization, technical qualifications, price, and delivery schedule. All interested parties may identify themselves, their interest, and their qualifying capabilities by responding to this requirement no later than close of business 26 Mar 25 via email to the following government representatives: Micah Tapp (micah.tapp.2@us.af.mil) and/or Todd Stimus (todd.stimus@us.af.mil). The Government intends to fulfill this requirement using Full and Open Competition as prescribed by FAR Subpart 6.1 if multiple sources respond. Otherwise, it will default to a sole source supply purchase IAW AMC/AMSC 3/Z, which was determined via the Screening Analysis Worksheet (AFMC Form 761 / Exp 31 Jul 28).
