QUESTIONS/CLARIFICATION/CHANGES:
Questions:
1. Does the City of Tulsa load Sellers trucks or does the Seller provide a loader?
The City asks that the Seller brings their own loader, and the Seller is responsible for loading the
biosolids into their trailers.
2. Can the Seller back trucks down the drying bed ramp into the bed to load trucks?
We don’t recommend it. It was something we tried at one time, but it is easier to just load the trucks
from the side of the drying bed even if the loader must keep going back and forth bringing the
biosolids to the trucks.
3. Item 203.6 talks about hauling a minimum of 900 cubic yards per day. Is that a hard rule required
each day?
While we state a minimum in the contract, we understand that things don’t always work out. For
example, trucks may break down or drivers must haul lighter loads due to hauling wet material. As a
result, we understand if there are times that less cubic yards are hauled to the field in a day.
4. Can you describe how many beds you expect to clean out or how many loads you expect to have the
Seller(s) haul each time the Seller(s) service is requested?
We budget to clean out 8 beds a year, but we use some of our leftover lagoon cleanout money to
clean out a few more beds. Whenever a contractor comes in we typically try to clean out 5-7 beds at
a time.

I. STATEMENT OF PURPOSE:
1. Overview and Goals
The goal of this solicitation is to secure a Secondary Seller to purchase Biosolid Hauling for the
Water and Sewer Department of the City of Tulsa.
2. Term of Contract
The City intends to award a one-year annual contract. The City may offer the Seller the opportunity
for additional one-year terms. The City also reserves the right to make multiple or partial awards. To
do business with the City, You must agree to the terms and conditions of the City’s standard
Purchase Agreement, indicated by Your Authorized Agent’s signature on the Purchase Agreement.
Capitalized terms used in this IFB and not defined in the Purchase Agreement shall have the
meanings as ascribed to them in Title 6, Chapter 4 of the Tulsa Revised Ordinances.
The entire Invitation for Bid (IFB), including any additional information submitted by Bidder and
Accepted by City will be included as part of the Agreement between Seller and City. All sheets of
this IFB (including Sections I-VI) must be submitted.
Authorized Agent
Several parts of the Bid (Affidavits, Purchase Agreement) must be signed by an “Authorized
Agent.” An Authorized Agent means an agent who is legally authorized to bind the Seller under the
law of the state in which the Seller is legally organized. For instance, under Oklahoma law, the
Authorized Agent for each of the following types of entities is as stated below:
o Corporations the president, board chair or board vice chair (or the vice president if the corporation
was formed in Oklahoma) can sign; others can sign if they have and provide the City with (i) a corporate
resolution giving them authority to bind the Seller, and (ii) a recent certificate of secretary indicating
the authority is still valid and was in full force and effect on the date of the signature. (See IFB Section
VI for sample of a Certificate of Secretary)
o General Partnerships any partner can sign to bind all partners.
o Limited Partnerships the general partner must sign.
o Individuals no additional authorization is required, but signatures must be witnessed and notarized.
o Sole Proprietorship the owner can sign. Any other person can sign if s/he provides a recent Power
of Attorney, signed by the owner, authorizing him/her to bind the sole proprietorship.
o Limited Liability Company (LLC) any manager of the LLC elected by the members of the LLC, or
any member signing as manager of the LLC. All other signers will need a Consent of Members signed
by all the Members of the LLC authorizing their signature on or up to 30 days before the date of their
signature. (See Section VI for sample of a Consent of Members)
Entities organized in states other than Oklahoma must follow the law of the state in which they are
organized.

II. SCOPE OF SERVICES AND SPECIFICATIONS
1. Scope of Services
The City is requesting Bids for a Secondary Seller for Biosolids Hauling for use by the Water and
Sewer Department.
Delivery Requirements
All prices quoted shall be based on delivery F.O.B. Tulsa, Oklahoma or to any other points as may
be designated in the Specifications, with all charges prepaid by Seller to the actual point of delivery.
Bids must state the number of Days required for delivery under normal conditions.
Absolutely no items over 500lbs. may be directly shipped to the City requiring the City personnel to
unload from the shipping truck or trailer. The City carries no responsibility for any damages incurred
during an unloading occurrence. All unloading shall be the responsibility of the Seller and/or shipping
entity.
2. Specifications
The Bid must meet or exceed the following Specifications.
201.0 GENERAL:
201.1 Project work will take place at the Southside Biosolids Storage Beds at 236 W. 71st
Street in Tulsa.
201.2
The Seller(s)’s operations shall include all equipment, labor, and incidentals necessary
for the loading of biosolids directly from the Southside Wastewater Treatment Plant
Dewatering Facility Storage Beds, transporting the biosolids to the land application sites
and unloading the biosolids as required by the Specifications contained in this
Agreement.
201.3
The City’s contact person during the term of this Agreement is Steven Meier, Support
Services Manager, Water and Sewer Department (herein referred to as the “Engineer”).
ANY CONTACT WITH CITY EMPLOYEES OR OFFICIALS, OTHER THAN THE
ASSIGNED PROJECT BUYER (Julie Miller, jamiller@cityoftulsa.org) FOR OR ABOUT
THIS SOLICITATION WILL DISQUALIFY YOUR BID AND IT SHALL BE DEEMED
NON-RESPONSIVE.
202.0 BIOSOLIDS QUALITY AND CHARACTERISTICS:
202.1 Class B biosolids generated from the Southside Dewatering Facility are land applied in
accordance with the provisions of the Southside Biosolids Management Permit. The
Seller(s) will be required to follow Oklahoma Department of Environmental Quality
(ODEQ) approved guidelines, including existing plans and site-specifics provided as part
of this Agreement.
202.2
The Seller(s) will be paid on a per cubic yard basis and must provide sufficient equipment
to load, transport and unload all dewatered biosolids stored in storage beds. An
estimated volume of 20,000 cubic yards will be removed from the Southside storage
beds each year. This quantity is an estimate to be used for bidding purposes only. The
City and the Seller(s) must agree upon volume and cost, per the Bid pricing, prior to
commencement of work.
