The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) to provide Adult Full Service Partnership Services. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Full Service Partnership (FSP) services are a Specialty Mental Health Services (SMHS) Medi-Cal covered benefit. FSP programs provide in person and in the field individualized, team-based care to individuals living with significant behavioral health needs through a “whatever it takes” approach. Individuals served benefit from a community-based, whole-person approach that is trauma-informed, recovery-focused, age-appropriate, and delivered in partnership with families or an individual’s natural supports.
FSP services in Orange County are provided to adults, ages 18-59, and older adults, ages 60+, who are living with a serious mental disorder (SMD) or co-occurring substance use disorders and have the most significant behavioral health needs.
Serious mental disorder (sometimes referred to as serious mental illness) means a mental disorder that is severe in degree and persistent in duration, that may cause behavioral functioning which interferes substantially with the primary activities of daily living, and which may result in an inability to maintain stable adjustment and independent functioning without treatment, support, and rehabilitation for a long or indefinite period of time. Serious mental disorders include, but are not limited to, schizophrenia, bipolar disorder, post-traumatic stress disorder, as well as major affective disorders or other severely disabling mental disorders. This does not exclude persons with a serious mental disorder and a diagnosis of a substance use disorder, developmental disability, or other physical or mental disorder.
FSP services must be provided in accordance with the Medi-Cal state plan for SMHS. Additionally, on March 4, 2024, California voters approved Proposition 1, which transforms the Mental Health Services Act (MHSA) into the Behavioral Health Services Act (BHSA). The BHSA reforms behavioral health care funding to prioritize services for people with the most significant mental health needs while adding substance use disorders (SUD) treatment, expanding housing interventions, and increasing the behavioral health workforce. The primary goals of BHSA are to improve access to care, increase accountability and transparency for publicly funded, county-administered behavioral health services, and expand the capacity of behavioral health care facilities across California. Welfare & Institutions Code (WIC) Section 5887, as amended by AB 348 (2025–26), requires each county to establish and administer a FSP program with specified services, eligibility criteria, step-down levels of care, and documentation requirements. Specified services include evidence-based practices (EBPs): Assertive Community Treatment (ACT), Forensic Assertive Community Treatment (FACT), and Individual Placement and Support (IPS) model for Supportive Employment, step-down FSP levels of care (i.e., Level 2 and Level 1), and co-occurring capability.
The proposals received from qualified organizations must conform to Medi-Cal requirements and BHSA standards and ensure that services meet managed care plan regulations, new statutory obligations, performance requirements and equity goals.

Respondent may submit a proposal to provide FSP services in one or more Service Category and must indicate which region(s) (North, South or Central) to which Respondent is proposing each Service Category. For questions regarding composition of regions, please refer to Attachment C.
County may award a contract to one or more Respondent(s) in each Service Category, based on the needs of the population served and funding availability. Further, County may award one or more Service Categories and/or regions to one Respondent and may award a contract to a Respondent for one or more of the Service Categories and/or regions in Respondent’s proposal, County reserves the right to award contracts in a manner that would cover multiple regions if County determines it to be in its best interests. County expects the successful Respondent(s) to provide the services in accordance with the terms and conditions set forth in Attachment A, Model Contract. Services shall be provided using a Fee for Service (FFS) model of reimbursement and will include bundles.
