Public Advertisement – Type I or Type III Ambulances
Sussex County, at the recommendation of the Finance Department and the Sussex County Volunteer
Firefighter’s Association, is requesting sealed competitive proposals for the purchase and delivery of new fully
operational Type I or Type III ambulances that meet all applicable federal standards, Delaware Fire
Commission requirements (NFPA-1917 compliant), safety requirements, and current industry manufacturing
guidelines.
It is the intention of Sussex County to purchase three new ambulances each fiscal year from FY 2027 to FY
2029 for a total of up to nine ambulances, with the ability of fire/ambulance companies to purchase
ambulances off the same contract for additional purchases. Each fiscal year runs from July 1 - June 30, and
the most current available model year shall be provided. These ambulances would be delivered to designated
Volunteer Fire Company or Ambulance Company (“Company”) locations within Sussex County. The
expectation is that the ambulance would be turnkey, providing a combination of equipment, products and
services, delivery, and installation for a properly operating ambulance.
Each Company will have the opportunity to select the type of ambulance preferred. Additional equipment,
accessories, and supplies or incidental to the purchase of a turnkey will be bid as alternate items and be at
the expense of each Company. Afterwards, each Company will have the opportunity to customize the
ambulance to their specifications utilizing the alternate bid items and will issue a separate purchase order.
Sussex County will issue payment only for the base bid amount. Any other amounts over the base bid are the
sole responsibility of the Company taking possession of the vehicle.
An optional pre-bid meeting will be held at 1:00 p.m. on June 29th, 2026, at 2 The Circle, Georgetown, DE
19947.
Sussex County will receive sealed competitive proposals (“Bid”) in the County Council Chambers, Sussex
County Administrative Office Building, 2 The Circle, P.O. Box 589, Georgetown, Delaware 19947, until 3:00
p.m., July 20, 2026. Immediately following, they will be publicly opened and read aloud. Only the name of the
vendor submitting a bid will be read, no other information will be provided. The proposals will be evaluated on
cost, ability to provide required specifications, service capabilities, and delivery schedule.
In addition to the defined specifications, to meet immediate demand, the bidder may include prices and
specifications for demo ambulances that can be supplied to a Company within 60 days of award.

the Sussex County Administrative Office Building, 2 The Circle, Georgetown, Delaware, telephone: (302)

business hours, which are 8:30 a.m. to 4:30 p.m., Monday through Friday. Questions should be directed in

In its sole discretion, Sussex County, Delaware, may extend the time and place for opening of bids from that
described in the advertisement by providing not less than two (2) calendar days’ notice, by posting an
Addendum on the Sussex County website and by providing notice thereof by certified delivery, or other
electronic means such as email, to those potential respondents who obtained copies of the contract
documents or provided notice thereof to Gina Jennings at the email address provided herein.

Instructions to Bidders
Each competitive proposal (“Bid”) must be submitted in a sealed envelope, addressed to Mrs. Gina A.
Jennings, Finance Director/COO, Sussex County Administrative Office Building, 2 The Circle, P.O. Box 589,
Georgetown, DE 19947. Each sealed envelope containing a proposal must be plainly marked on the outside
as “Bid for Type I or Type III Ambulances” and bear the name and address of the respondent. If sent by mail,
the sealed envelope should be sent by certified mail and be indicated as received on the certified receipt prior
to the Bid Opening. Late bids will not be accepted. Sussex County may extend the time and place for opening
of bids from that described in the advertisement, by providing not less than two (2) calendar days’ notice, by
posting an Addendum on the Sussex County website and by providing notice thereof by certified delivery, or
other electronic means such as email, to those potential respondents who obtained copies of the Request for
Proposals and provided notice thereof to Gina Jennings at the email address provided herein.
Each Bid shall be completed on the forms provided and submitted in a sealed envelope addressed to the
Sussex County Government at the above address. The Bidder shall assume full responsibility for timely
delivery at the location designated for receipt of Bids. Oral, telegraphic, electronic, or telephonic bids are
invalid and will not receive consideration. Bidders may bid on any or all specifications and should indicate “NO
BID” on their Bid Form for any specification on which they chose not to bid. The Bid may be awarded to more
than one Bidder.
Ire/Each Bidder shall submit an original completed, signed copy of the Bid Form, Service Questionnaire, Bid
Schedule, Certification of Bidder, and completed Technical Specification pages. In addition to these forms,
bidder shall include an interior and exterior layout drawing containing four sides and roof concept, electrical
schematic, material specifications, and a compliance certificate. Separate forms and additional documentation
shall be submitted if the responses are different for a Type I or Type III ambulance style. Each Bidder shall
enter amounts for all lump sum prices where designated on the Bid Form. Alternative prices shall be provided
on the Specification sheet where designated. Failure to comply may be cause for rejection. No allowances,
segregated Bids, or assignments will be considered. State all amounts in numerical figures. Any alterations or
erasures must be initialed by the Bidder. All entries must be in ink or typewritten. A Bidder shall make no
additional stipulations on the Bid Form nor qualify the Bid by attachments or any other matter. Stipulations or
qualifications will be subject to rejection.
If the Bidder is an individual, each copy of the Bid Form shall be signed by the individual, under their business
name. If the Bidder is a partnership, each copy of the Bid Form shall be signed by an authorized partner,
under the name of the partnership. If the Bidder is a corporation, each copy of the Bid Form shall be signed
by an authorized executive officer of the corporation under its registered name, and the corporate seal shall
be affixed. If the Bidder is a limited liability company, each copy of the Bid Form shall be signed by the
authorized Managing Member(s).
Information Regarding Bids
The Contract Documents contain the provisions required for the Purchase. Information obtained from an
officer, agent, or employee of Sussex County, or any other person shall not affect the risks or obligations
assumed by the Bidder or relieve the Bidder from fulfilling any of the conditions of the contract.
No oral interpretations will be made to any Bidder as to the meaning of the Contract Documents or any part
thereof. Every request for such an interpretation shall be made in writing to Sussex County Government.
Any inquiry received seven (7) days or more prior to the Bid Opening date will be given consideration. Every
interpretation to a Bidder will be made in the form of an addendum to the contract documents. In addition, all
addenda will be issued to each recorded holder of the Contract Documents, but it shall be the Bidder’s
responsibility to make inquiry as to the addenda issued. All such addenda shall become a part of the
Contract and all Bidders shall be bound by such addenda. Bidders shall acknowledge receipt of all addenda
on the Bid Form. Failure to do so will result in Bid rejection.
Late Proposals or Late Withdrawals
A Bid received after the closing date and time for receipt of proposals is late and shall not be considered.

A modification of a Bid resulting from an amendment issued after the closing date and time for receipt of
proposals or a modification of a proposal resulting from discussions during negotiations shall be considered if
received by the closing date and time set forth in the amendment or by the closing date and time for
submission of best and final offers, whichever is applicable. If the modifications described in this subsection
are received after the respective date and time described in this subsection, the modifications are late and
shall not be considered.
Evaluation of Bid Proposals
A Notice of Award will be issued to the responsible Bidder(s) whose Bid is determined to be the most
advantageous to Sussex County and Sussex County Volunteer Firefighter’s Association taking into account
the following evaluation factors:
1. Cost – maximum value of 50 points
2. Ability to Deliver Required Specifications – maximum value of 20 points
3. Delivery Schedule – maximum value of 10 points
4. Service capabilities – maximum value of 20 points
Sussex County shall determine, in accordance with the evaluation factors, that Bids are either likely to be
selected for award or unacceptable. A determination that a Bid is unacceptable shall be in writing and state
the basis of the determination. If Sussex County determines that a Bidder’s proposal is unacceptable, Bidder
shall be notified of the determination, and the Bidder shall not be afforded an opportunity to modify its offer.
A Bid proposal may be rejected for one or more of the following reasons:
1. The person or entity responding to the Invitation to Bid is determined to be nonresponsive or
nonresponsible pursuant to 29 Del. C. 6924(m);
2. It is unacceptable;
3. The proposed price is unreasonable; or
4. It is otherwise not advantageous to the County or Sussex County Volunteer Firefighter’s Association
Bidders who are rejected under this section shall be notified in writing about the rejection. The reasons for the
rejection shall be stated in the determination.
Bidders may be required to submit bid samples, descriptive literature, and technical data, and may submit to
inspection or testing of the Materials/Equipment prior to award.
The successful Bidder(s) is required to execute the Agreement and provide a Certificate of Insurance within
twenty (20) calendar days from the date of delivery of Notice of Award. The appropriate Agreement and
forms will accompany the Notice of Award.
The Notice of Award will be for the base bid only, with add alternates the sole responsibility of each f. Within
30 days of Award, the selected vendor will meet with the Companies that will receive ambulances during FY
2027. The Company will have 60 days to provide final add alternates to the selected vendor. The Company
will issue a purchase order for these items, and payment will be made by the Company.
Non-Discrimination
The Bidder in performing the work furnished by this Contract or furnishing the equipment or services provided
herein shall not discriminate against any person seeking employment with or employed by them because of
race, creed, color or national origin.
Sussex County reserves the right to reject any and all bid proposals, to waive any informalities in bids
received, except with respect to the date, time and place where the documents are submitted, to cancel this
bid in whole or in part, to award services to more than one vendor, to reissue this bid and/or to accept or
reject items of bids received. In the event this bid is cancelled in whole or in part prior to the opening of
proposals, all respondents shall receive a notice of cancellation and all proposals received shall be returned
to the respective respondents unopened.
