Intent to Award Sole Source: The Centers for Medicare and Medicaid Services (CMS, or the Government) intends to award on a sole source basis, a firm-fixed-price (FFP) award to the National Council for Prescription Drug Programs, Inc. (NCPDP), 9240 E. Raintree Drive, Scottsdale, AZ 85260 for a project entitled "DataQ and ResQ Database Subscriptions Renewal". This sole source award will be made in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A Justification and Approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because NCPDP is the only source that can provide the dataQ® and resQ® data subscriptions.
Period of Performance: The total period of performance is 01/01/2025 to 12/31/2029, which consists of a 12-month base period and five 12-month option periods:
Base Period: January 1, 2025 – December 31, 2025
Option Period 1: January 1, 2026 – December 31, 2026
Option Period 2: January 1, 2027 – December 31, 2027
Option Period 3: January 1, 2028 – December 31, 2028
Option Period 4: January 1, 2029 – December 31, 2029
NAICS: The North American Industrial Classification Standard (NAICS) Code for this effort is 513210 (Software Publishers).
CMS intends to acquire these commercial items using FAR Part 12 procedures.
Interested Parties: All responsible sources may submit a capability statement or other written qualifications to perform the effort, which, if received timely, shall be considered by CMS. Statements of capability must be emailed to Victoria.Nguyen@cms.hhs.gov and must be received within 5 days of this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. In addition, all interested contractors must be registered with the System for Award Management (SAM).
