XM913 Logistics Products

Notice of Intent:

This contract action is for products and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement.

Sole Source Solicitation:

The United States Army Contracting Command-Detroit Arsenal (ACC-DTA) is issuing a solicitation (W912CH-24-R-0089) for a new, two-year, firm-fixed-price contract on a sole-source basis to the Original Equipment Manufacturer (OEM), Northrop Grumman Corporation (NG), Commercial and Government Entity (CAGE) Code: 8KP69, 3309 N Reseda Co 1, Mesa, Arizona 85215-9103. The acquisition is for the development and delivery of Logistics (Log) Products, specifically for the GUN, AUTOMATIC, 50 MILLIMETERS: chain, XM913 (XM913). The Log Products will result in an authenticated-20andP Maintenance Integrated Electronic Technical Manual (IETM) to support the integration of the XM913 into the XM30 Combat Vehicle. NG is the only known qualified source to perform this effort.

The Government does not own the technical data to the XM913. The technical data is owned by NG. This notice of intent is not a request for competitive proposals or a solicitation of offers. All interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The attached documents constitute all the detailed item information available to interested parties. Solicitation attachments are available based upon a need-to-know determination.

Deadline and Instructions for Submission:

To be deemed responsive, the solicitation must be fully completed in its entirety, signed, and submitted electronically through System for Award Management (SAM) website no later than 3:00 PM Eastern Daylight Time (EDT) on 15 May 2025.

Unclassified questions for clarification shall be sent via email to the XM30 Mailbox at: usarmy.detroit.peogcs.mbx.xm30-omfv-contracting@army.mil. Questions that contain CUI Information shall be sent by DoD SAFE to the XM30 Mailbox. Please contact the XM30 Mailbox 48 hours prior to submission for a DoD SAFE Link.

Instructions for Requesting Unclassified Controlled Information (CUI):

To receive access to a document that is CUI, please email XM30 Mailbox following the below:

1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name)-Request Copy of the CUI Attachment XXXX, XXXX, and XXXX".

2. The body of your email should list each CUI document requested (Attachment Number and Title) and provide explanation of your governmental purpose for documents.

3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):

a. Company name, address, and corresponding CAGE code.

b. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO).

4. Indicate if you are interested as Prime or Subcontractor. Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor.

The requested document will be sent to only the Data Custodian listed on the DD2345.

NOTE: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a mailing list. The burden is therefore on any interested parties to periodically access the above internet address to obtain any amendments that may be issued. Failure to obtain any amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection.
