The NAICS code is 811310 with a small business size standard of $12.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.

Description of Requirement: The Contractor shall furnish all labor, materials, and services to rebuild to like new condition, (2) Twin Disc Marine Transmissions (here after referred to as the “transmissions”) for the U.S. Army Corps of Engineers, Wilmington District, Dredge Merritt.

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced offer that is technically acceptable. See solicitation provision 52.212-2. Technical Acceptability criteria must be submitted at the time of quote.

Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to rosalind.m.shoemaker@usace.army.mil and shaun.m.mckenna@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. Offerors are encouraged to keep a copy of the email “sent” and “receipt” verification confirmation for their record.
