This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Vitrium Systems Inc, 333 Seymour St, Floor 8, Vancouver, Canada V6B 5A6, to procure a software license for Vitrium annual subscription for one year.
Vitrium is a premium Digital Rights Management (DRM) software solution designed to protect valuable and confidential content and Intellectual Property (IP) for secure online distribution. The software encrypts digital content and includes various settings and controls that empower users to regulate access.
The Scientific Review Program (SRP) requires that proposal documents submitted to the electronic Review Support Site (eRSS) be encrypted and access-controlled by the eRSS application. Currently, RSS utilizes FileOpen Software to perform this encryption and manage access. However, RSS is undergoing a technology upgrade from .NET 4 to .NET 6, and the FileOpen library currently in use does not support .NET 6. Moreover, the FileOpen vendor has not committed to updating the library for compatibility with .NET 6.
The RSS team has researched alternatives to FileOpen and identified Vitrium as a suitable option, as it does support .NET 6. Vitrium offers additional advantages, including support for a Web API-based encryption and access control model, which makes it independent of any specific .NET framework. It also provides superior document access tracking capabilities, eliminates the need for client plugin installation, is already utilized by eRA (Electronic Research Administration), and offers better technical support and responsiveness to feature requests.
Vitrium Systems Inc. is the only vendor that provides the required software license annual subscription.
Description of supplies to be purchased:
Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Service shall be performed at the following locations: NIH/NIAID/OSMO/OCICB/SEB, 5601 Fishers Lane, Rockville, MD 20852.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-25-2257446 to Rubyanne Matthews at Rubyanne.Matthews@nih.gov, by 11:00am eastern standard time 3/21/25.
All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.
