Project Description: NOTICE TO BIDDERS
Online SEALED PROPOSALS for the MACOBY CREEK STREAM RESTORATION PROJECT will be received by UPPER HANOVER TOWNSHIP of MONTGOMERY COUNTY via the PennBid Program until THURSDAY, AUGUST 7TH, 2025 at 11:00 AM at which time the proposals will be opened electronically. After bids are opened, a public notice will be issued via PennBid containing any available bid results. The Board of Supervisors will consider the proposals and tentatively award at their regularly scheduled meeting held on TUESDAY, AUGUST 12TH, 2025 at 7:00 PM.
The objectives of our project are to reduce sediment and associated pollutant/contaminant loads, improve water quality and enhance aquatic habitat conditions within the Macoby Creek. These objectives will be accomplished by installing strategically designed streambank stabilization and habitat improvement structures within an approximate 500-foot reach of the Macoby Creek located within Macoby Park.
The successful bidder will be required to pay the PennBid Program fee of 1/3% of the contract value award. There is a minimum award fee of $150.00 and a maximum of $6,000.00.

A Pre-Bid meeting will be held on THURSDAY, JULY 24TH, 2025 at 10:00 AM on-site. Attendance at the pre-bid meeting is MANDATORY to be considered as a qualified bidder.
Proposals shall be accompanied by a Bid Bond in the amount of ten percent (10%). Proposals shall be effective for 90 days from the date of opening. The successful low bidder will be required to provide a Performance Bond equal to one hundred percent (100%), a Labor and Material Payment Bond equal to one hundred percent (100%), a worker’s compensation affidavit, and a certificate of insurance naming UPPER HANOVER TOWNSHIP and LTL Consultants, Ltd. as additional insureds, all within 20 days after the contract is awarded. A Maintenance Bond equal to fifteen percent (15%) of contract price and extending for a period of 18 months after substantial completion is required.
Proposals must be made upon the forms furnished by Upper Hanover Township. UPPER HANOVER TOWNSHIP reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. UPPER HANOVER TOWNSHIP, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
The Project is to be substantially completed by FRIDAY, NOVEMBER 7TH, 2025 and fully completed by FRIDAY, APRIL 3RD, 2026. Actual in-stream work must and can only be completed between October 9, 2025 and October 23, 2025. Liquidated damages apply at the rate of $400.00 per calendar day.
Proposals must include the Public Works Employment Verification Form completed by the Bidder.
This project is funded in part by a PA DCNR Grant.
Notice is hereby given to bidders that this project is subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended.
