DPS operates forensic crime laboratories throughout the state and DPS personnel in those laboratories examine evidence from criminal investigations for state and local law enforcement agencies, including the analysis, identification, and confirmation of one or more controlled substances. DPS also regulates the Texas Compassionate-Use Program.
Controlled substance, and each identified controlled substance in this Contract, has the meaning given in the Texas Controlled Substances Act and the Texas Compassionate-Use Act.
At times, DPS’s crime laboratories receive more forensic controlled substance evidence than they have the capacity to analyze, and a backlog of controlled substance cases may accumulate.
Controlled substance evidence is composed of several different types of physical evidence: plant substance, powders, liquid, pills, edibles, and tablets. Some samples are associated with the clandestine manufacture of controlled substances.
DPS also seeks a Contractor to provide scientific testing and reporting of delta-9-THC purity by weight of cannabis sativa.
