ITEM DESCRIPTION - Naval Surface Warfare Center (NSWC) Crane is issuing this Request for Information (RFI) announcement as a part of market research/survey for the procurement of Eyesafe Laser Range Finders (ESLRF), supporting repair components, associated specialized test equipment, engineering support, spares, and Test, Teardown, and Evaluation (TT&E) repairs.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, L3 Technologies Inc, CAGE 71NX6, located in Orlando, FL, under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The requirement is being solicited on a sole source due to lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this RFI is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.

All interested parties are encouraged to submit company and product literature, a white paper no longer than five (5) pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis, and/or identify other Government contracts with similar efforts for the Government(s) consideration.

This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this RFI announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
