MARKET SURVEY for the Procurement of Instructional Support Services

The Federal Aviation Administration (FAA, Corporate Training Solutions Division provides theoretical and practical training on customer’s equipment and systems for field technical and operational experts involved with the maintenance, repair, and operation of such equipment and systems. Delivery of instructional courses is in accordance with FAA training procedures, guidelines, and methodologies. Instructors are required to follow prepared lesson plans and ensure stated course objectives are presented. Training classes will be primarily based at the MMAC, Oklahoma City, OK. This market survey should identify qualified and capable sources that can provide instructional support services for AMA-300 training. The current contract’s performance work statement (PWS), along with attachments thereto, is provided as an attachment to this market survey to inform and assist interested vendors of the technical work required. However, interested respondents are cautioned that the Government at its discretion may update and or revise this PWS for any potential follow-on contract.





At this time, the acquisition strategy and nature of competition has not been determined for any potential follow-on contract. The Government welcomes statements of interest and capabilities from all small businesses, including service-disabled veteran-owned small business, women-owned small businesses, and 8(a) certified firms, which can provide the required items and services. However, contract performance has historically been set aside and achieved by fully certified 8(a) businesses. It is the Government’s intent to sustain the 8(a) set aside should results of this survey conclude that it is appropriate to do so. Depending on responses to this survey and analysis of market research collected, the Government may, at its discretion, decide to pursue a full and open competition or set-aside all or part of the procurement.

A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor’s expense.





The principle North American Industry Classification System (NAICS) code for this effort is 611519, Other Technical and Trade Schools, with a size standard of $21 Million.





The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.





HOW TO RESPOND TO THIS MARKET SURVEY:





Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement.





1. Capability Statement. This document is limited to not more than five (5) pages and must include a brief description of the instructional support services provided by your firm which are same/similar to those services outlined in this market survey and similar/same to the draft statement of work attached at the bottom of this survey. Your capability statement should also include your company name, address, point of contact information, contractor size and NAICS code. Below is a listing of elements the Government expects to see in a capability statement for this effort:





a. Describe your capabilities and/or plan to provide the tasks and services in the SOW including:





i. contract management (including the Core Group)





ii. instructional services





iii. revision and development services,





iv. management of contract personnel travel





b. Describe how you will provide qualified personnel.





c. Describe your experience managing a technical workforce.





d. Describe your recruitment plan for prospective qualified instructors.





e. Describe your experience managing training programs.





f. Describe your quality control plan.





g. Describe your contract implementation plan.





h. Provide examples of past performance and experience during the previous five years in instructional training services similar in size and complexity.





2. System for Award Management (SAM) – Interested vendors must be registered in the System for Award Management, www.sam.gov.





Responses to this market survey must be received by 5:00 P.M. CST, July 30, 2025 electronically to the Contracting Officer POC using the following email address: joe.oglesby@faa.gov. Please include “MARKET SURVEY RESPONSE: Instructional Support Services” in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documentation submitted as necessary.

The FAA will not reimburse your organization for any direct, indirect costs or other charges that arise as a result of submission in response to this Market Survey and the FAA’s subsequent use of such information.
