Notice of Intent to Sole Source
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Notice # 12310826, Contract Operations Division – National Capital region (DNA/COD-NCR) intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to provide support to the existing level of effort for the Sterile Processing Department, Bldg. 9, Rm 0207, 8901 Wisconsin Ave, Bethesda, Maryland. 20889:
Quarterly professional chamber cleaning of 6 (SIX)) full size Steam Sterilizers (3Medium Size and 3 Large Walk- In; Quarterly professional cleaning of 15 (Fifteen) Sterilizer Loading Carts; Quarterly professional cleaning of 2 (Two) Cart Washers. This is to assure that sterilized loads are not contaminated or will come into contact with dirt/soil during the sterilization process. Cleaning the sterilizer and carts will allow for an improved drying and heat transfer. Eliminates build up from poor water quality and other forms of contaminants. Specially trained technicians will provide all necessary equipment and materials (Non-Abrasive with Passivation) in order to properly clean the sterilizers.
Sterilizer chamber cleaning will be performed quarterly (every 3 months).
PKT utilizes a passivation process, which is a proprietary non-abrasive chemical cleaning process to safely remove deposits and scale buildup on the sterilizer chambers and accessories.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and can provide valid capability to provide required services validated by PKT (Power Klean Tech). Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 1700 (5 P.M.) Eastern Standard Time, 23 June 2025. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: marten.d.wallace.ctr@health.mil.
