ISCRFP25-1 Long-Term Contracts to Purchase Index Storage Credits (ISCs)

Description of goods to services to be bid:

NYSERDA has been directed by the Public Service Commission to issue its first competitive solicitation for Index Storage Credits (ISCRFP25-1) by July 30, 2025. The solicitation (ISCRFP25-1) is being issued in accordance with the June 20, 2024 Order Establishing Updated Energy Storage Goal and Deployment Policy (Storage Order) and with NYSERDA’s final Implementation Plan filed with the Department of Public Service and Public Service Commission in April 2025 in response to the March 23, 2025 Order Approving Bulk Implementation Plan with Modifications (Bulk IP Order). The purpose of releasing this Request for Proposals (RFP) is to enter into long-term contracts to purchase Index Storage Credits (ISCs) from eligible bulk energy storage projects.

Eligibility/Qualifications Requirements/Preferences:

ISCRFP25-1 will be implemented through a two-step process, consisting of:

1. Step One Eligibility Application: A qualifying step through which the Proposer must provide evidence that the Project is eligible to create ISCs and other general information about the Proposer and the Project, due by September 4, 2025.
2. Step Two Bid Proposal: A competitive Bid Proposal step, solicited in two Phases (first due by December 11, 2025), through which NYSERDA will: (1) examine each Bid Proposal to determine that the Project and Proposer meet the Minimum Eligibility Thresholds; and (2) for Bid Proposals that meet those requirements, a competitive evaluation based on price and non-price evaluation.

Only those Projects found eligible under Step One will be permitted to submit a Step Two Bid Proposal. Only those Proposals found to have met all Minimum Eligibility Thresholds will be evaluated under Step Two.
