1.1. Summary
The City of Greenville (“City”) is requesting Statements of Qualifications (SOQ) from qualified firms (“Consultant”) wishing to be considered for consulting services related to the development of a Trails and Bikeways Master Plan. Respondents should be firms, corporations, individuals, or partnerships that normally engage in the preparation of municipal Trails and Bikeways Master Plans and should have experience doing such with municipalities in the State of Texas. Consultant submittals may provide full in-house professional services or may propose using a team approach. Submittals should reflect the consultants’ ability to provide a full range of expertise in all areas described in this document. In accordance with Texas Government Code 2254, and The Code of federal Regulations, Title 23, Chapter 1, Subchapter B, Part 172, the City will use this RFQ process to make a final selection for the highest qualified firm. The City of Greenville anticipates the formation of a Plan Advisory Committee comprised of the Parks & Recreation Board members to work closely with the selected team during the planning process.

1.2 Background
The City of Greenville is located about 40 miles east of Dallas and has an estimated population of 32,717—an increase of nearly 7,000 residents since 2010. This growth reflects the City's steady expansion, driven by increased residential development starting in 2018. While Greenville currently has trails within its city parks, there is a opportunity to enhance connectivity by linking key destinations and residential areas throughout the city. The City of Greenville has experienced rapid growth, creating a need for a Trails and Bikeways Master Plan to meet the community's expectations for the future. Currently, the City has limited on-street trails and off-street trail facilities.
