REQUEST FOR PROPOSAL #072-2025
The City of Springfield will electronically accept submitted proposals through its’ e-bidding service provider, DemandStar, from qualified persons or firms interested in providing the following: Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan.
The intent of this Request for Proposals (RFP) is for the City of Springfield, Missouri to obtain proposals from pre-qualified persons or firms that have demonstrated said qualifications, as a result of RFQu #009-2025, to assist with implementing a comprehensive Federal Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan as required by Title II of the Americans with Disabilities Act. The City is specifically looking for firms that specialize in providing ADA consulting as a core business function.
The selected Consultant will be responsible for evaluating current self-evaluation data, collecting additional data, collaborating with the Public Right of Way (PROW) Consultant, collecting and assessing self-evaluation data for sidewalks and path of travel on facility campuses, assisting in developing an external ADA advisory team, evaluating various programs/activities/services, providing professional development/training/education, establishing an effective software system for reporting/tracking/and management, assessing the website and communication access, evaluating policies/procedures/leasing agreements/event permits/historical documents, assessing the grievance procedure and developing an online pipeline, assessing emergency planning and first response services , ensuring accessibility across multiple aspects of city operations, and centralizing the overall ADA efforts.

For any contract for services greater than $5,000, the successful Offeror shall comply with § 285.530, RSMo., as amended, and (1) provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the Service Provider reciting compliance is not sufficient. A signed and notarized Work Authorization Affidavit and the Electronic Signature Page from the E-Verify program shall be provided prior to the issuance of a contract.
