Solicitation Summary
The purpose of this RFQ is to secure contractual expertise to lead a sophisticated stakeholder engagement and policy synthesis operation. Beyond simple data collection, the goal of this engagement is to systematically analyze feedback from the field to develop actionable recommendations for Maryland EXCELS program and policy improvements. This work is intended to create a high-level feedback loop where local insights from families, providers, and advocates are distilled into strategic guidance. Ultimately, this effort will provide the evidentiary basis for MSDE to advise on the revision of the Maryland EXCELS standards and the expansion of the CLASS assessment tool with Maryland EXCELS and Maryland’s ECE system.
