The City of San Carlos (“the City”) invites qualified firms to submit proposals for the implementation of a comprehensive, turnkey, unified Enterprise Asset Management (EAM), Work Order Management, and Capital Improvement Program (CIP) Project Management solution. The City’s preferred solution is a complete EAM and CIP Project Management solution that provides all required functionality through either a single vendor platform or a coordinated partnership/integrated solution. The City recognizes that EAM vendors may propose third-party Project Management tools that they have successfully integrated with their solutions. In such cases, the prime vendor shall be responsible for coordinating all proposed partners and components and presenting them as a single, unified solution and proposal. While the City strongly prefers a complete EAM and Project Management solution, it may consider proposals that provide the full, required EAM solution without the Project Management component if the proposed EAM solution otherwise satisfies all EAM functional requirements. Proposals for Project Management software without the required EAM solution will not be considered.
The City will evaluate proposals based on functional fit, completeness of the overall solution, integration approach, vendor accountability, and the extent to which the proposed solution minimizes the City’s ongoing responsibility for supporting and managing integrations between systems. The City will only consider solutions that are fully SaaS cloud-based. Services associated with the implementation of the integrated EAM solution will include project management, system design, configuration, any software customization to meet specifications, interface development, systems integration, data conversion, testing, implementation, training, and ongoing maintenance and support. It will also be the responsibility of the Vendor to provide full configuration of the workflows into the system.
Please thoroughly review the complete RFP document before submitting.
