Window Replacement at the Water Resource Recovery Facility Collections Building

NOTICE INVITING BIDS
The City of Oxnard requests bids for the Window Replacement Project at the Water Resource Recovery
Facility Collections Building, Specification No. PW 27-01. The project site is located at 6001 Perkins Rd
in Oxnard, CA. The project entails the Work detailed in the attached Scope of Work and Schedule of
Services.
The City will accept Bids through electronic submission to the City's PlanetBids portal at
https://vendors.planetbids.com/portal/69575/portal-home until 2:00 pm on September 22, 2026. Bidders
must be registered with the City's PlanetBids portal in order to receive notifications and addenda, and to
submit a bid. Bid results and any subsequent award will be posted on the project portal. It is the
responsibility of the bidder to submit their bid with sufficient time to be posted prior to the bid deadline.
Allow time for unexpected delays, and contact PlanetBids directly in the event of technical difficulties.
Late or incomplete bids will not be accepted. The City will not consider any bid submitted in a different
manner and/or after the deadline.
Pricing must include prevailing wage, delivery, taxes, labor, materials, equipment and supplies
for the complete project to the satisfaction and under the direction of the Project Manager.
Schedule: This Project is to be completed within one hundred twenty (120) Working Days after the City
issues a Notice to Proceed. There will be a $600 assessment for each Calendar Day that Work remains
incomplete beyond the completion deadline.
Optional Pre-Bid Meeting. All prospective bidders, subcontractors, and interested parties are invited
and encouraged to attend an optional pre-bid meeting on September 1, 2026 at 10:00 a.m. PST, at the
City of Oxnard Water Resource Recovery Facility located at 6001 Perkins Road in Oxnard. In no event
shall failure to inspect the site constitute grounds for a claim after contract award.
Requests for Information. Prospective bidders are encouraged to ask questions, address problems,
and discuss other issues regarding the project during the Pre-Bid Meeting. All questions, other than those
asked at the pre-bid meeting and not specifically addressed within the Scope of Work and Schedule of
Services, must be submitted electronically using the Q&A feature on the City's PlanetBids portal at
https://vendors.planetbids.com/portal/69575/portal-home. General inquiries regarding the bidding
process may be directed to the Construction Project Coordinator, Lisa Shirley, at lisa.shirley@oxnard.org
and pw-publicprojects@oxnard.org. Requests for information will be accepted up to five (5) Calendar
Days prior to the Bid due date.
License: The project requires the bidder to hold a Class C-17 Glazing Contractor's license issued by
the California Contractor's State License Board at the time of the bid, and a current City of Oxnard
business license at the time of award.
Contract: Included on the portal is a Sample Contract that may be used as a template to the contract
signed between the City and the successful bidder. The City reserves the right to amend this contract
any time before execution.
Insurance: The City requires the insurance listed in document INS-D, which can be found in the Sample
Contract.

Bonds: If the total bid price is $25,000 or more, upon Contract award, the successful Bidder may be
required to provide both Payment and Performance Bonds, each at 100% of the Contract Price, to the
City Clerk or his or her designee. The bond forms can be found in the Sample Contract template.
Prevailing Wages: This project is a "public work" subject to the requirements of Labor Code Section
1720 to 1861 and California Code of Regulations Title 8, Sections 16450 through 16464. The selected
contractor and all subcontractors must pay prevailing wages in accordance with the determination of the
Director of the DIR. Copies of prevailing wage rates for each craft, classification, or type of worker needed
for this project are on file at City Hall and will be made available to any interested party on request. They
are also available at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. This Project is subject to
compliance monitoring and enforcement by the DIR. The Contractor shall furnish certified payroll records
directly to the Labor Commissioner. Contractor and all Subcontractors are not qualified to bid on, be listed
in a Bid proposal, or engage in the performance of any contract for public work, as defined in Labor Code
Sections 1720 through 1861, unless registered and qualified to perform public work pursuant to Labor
Code Section 1725.5 at the time of Bid submission.
Withdrawal Of Bids. Any Bid may be withdrawn by the Bidder at any time prior to the Bid due date
and time specified in the Notice Inviting Bids, as such may be extended by City-issued addenda. A Bid
withdrawal does not prejudice the right of the Bidder to resubmit a Bid prior to the Bid due date and
time. After that deadline, a Bid must remain valid and shall not be subject to withdrawal for ninety (90)
Calendar Days. If this period is about to expire, the City may propose an extension and will contact the
three (3) lowest bidders to determine if they agree.
Addenda: The City Engineer may issue Addenda to the Contract Documents during the period of
advertisement for any reason. Addenda may be issued to answer pre-bid questions and/or to clarify or
make any corrections in this Bid Package. Bidders are responsible for ensuring that they have received
all Addenda, if any. Bidders may contact the City to verify that they have received all Addenda issued.
Addenda are posted to the PlanetBids portal and registered plan holders will be notified through
PlanetBids.
Award: Any contract for the Project will be awarded to the lowest responsive, responsible Bidder as
determined by the City using the amount of the Total Bid Price for bid comparison purposes. The City
reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in
the bidding process.
How to Bid: To bid, please complete and upload the attached Bid Schedule with your total cost for the
project, the attached Designation of Subcontractors form, and the attached Fleet Compliance Certification
(CARB) form through electronic submission at PlanetBids at the link listed here:

submitted using different forms or forms or missing any of these required forms.
Bid Deadline: Submit your bid response through electronic submission to the City of Oxnard's
PlanetBids portal at https://vendors.planetbids.com/portal/69575/portal-home. This Bid is due by
SEPTEMBER 22, 2026, no later than 2:00 p.m. Bidders must be registered on the City's PlanetBids
portal in order to receive notifications and addenda, and to submit a bid. It is the responsibility of the
bidder to submit their bid to PlanetBids with sufficient time prior to the bid deadline. Allow time for
technical difficulties, uploading, and unexpected delays. Late or incomplete bids will not be accepted.
Bids will be opened and posted to the PlanetBids portal immediately thereafter. The City will not
consider any bid submitted in a different manner, or after the deadline.
